Description
RFP294-2011-210 Outreach and Communications Project To All Prospective Offerors: The United States Government, represented by the United States Agency for International Development (USAID) for the West Bank and Gaza Mission (WBG), is seeking proposals from qualified organizations interested in providing the services described in the attached solicitation. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional solicitation will not be issued. This procurement is being conducted through full and open competition, for which the procedures for “simplified acquisition – test procedures” method of procurement, as described in Part 13.5 of the Federal Acquisition Regulations (FAR), will apply. Offerors who submit proposals in response to this RFP may be required to give an oral presentation in accordance with Section D of this solicitation. Offerors are instructed to pay careful attention to Mission Order 21, which is accessible on the USAID WBG website http://www.usaid.gov/wbg/home.html. This procurement is being conducted thru full and open competition. Proposals will be accepted from U.S. firms as well as local firms and organizations (Israel, West Bank and Gaza), private, for-profit and non-profit organizations. In support of USAID’s interest in expanding the number and sustainability of development partners, USAID encourages proposals from potential new partners. Oral explanations or instructions given before the award of the contract will not be binding. Furthermore, the U.S. Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the U.S. Government. Award of a contract under this RFP is subject to availability of funds and other internal USAID approvals. Thank you for your interest in working with USAID/WBG.
