Description
This is a pre-solicitation notice of the U.S. Environmental Protection Agency?s intent to issue Request for Quotes (RFQs) for technical support of its Greening America?s Capitals program on or about August 16, 2011 for the Office of the Administrator, Office of Policy, Office of Sustainable Communities. Greening America's Capitals is a project of the Partnership for Sustainable Communities between EPA, the U.S. Department of Housing and Urban Development (HUD), and the U.S. Department of Transportation (DOT) to help state capitals develop an implementable vision of distinctive, environmentally friendly neighborhoods that incorporate innovative green building and green infrastructure strategies. This program will assist up to five communities per year in separate RFQs. EPA anticipates issuing two RFQs in August 2011 and three RFQs in October 2011. Under each order, the contractor shall conduct a pre-charrette assessment to establish baseline conditions for the identified projects and develop six to eight initial design schematics for each identified state capital. In addition, the contractor shalll develop a detailed charrette schedule, conduct a three-day on-site charrette, and deliver a final report to include a set of design concepts that can be used as a roadmap for implementation for the identified city and project. EPA intends to make award to the responsible offerors representing the best value to the Government, price and other factors considered using Federal Acquisition Regulation (FAR) Part 13?Simplified Acquisition Procedures. The RFQs will be total small business set-asides in accordance with FAR 13.003(b)(1) and will be posted at EPA?s Office of Acquisition Management Headquarters Procurement Operations Division website at http://www.epa.gov/oam/hpod. It is the responsibility of interested parties to regularly monitor the aforementioned website for updates to this procurement. Prospective awardees must be registered in the Central Contractor Registration at http://www.ccr.gov prior to award in accordance with FAR 4.11. All questions should be directed to Mr. Jami J.
