Description
THIS IS A SOURCES SOUGHT NOTICE to determine the availability and capability of businesses. Pursuant to FAR 52.215-3 Request for Information or Solicitation for Planning Purposes this notice is being posted for fact finding and planning purposes only shall not be construed as an Invitation for Bid, Request for Proposal or Request for Quotation. This RFI is issued as means of technical discovery and information gathering with no obligation on the part of BBG to make any purchases. This RFI should not be construed as a means of pre-qualify vendors. The Broadcasting Board of Governors may utilize the results of this RFI in drafting a competitive solicitation (RFP) for the subject services. Any future contract that may be awarded must comply with Federal Government procurement requirements. The Broadcasting Broad of Governors (BBF) is seeking to learn more about training program to teach journalist skills to the Creole population to bring about awareness in the various villages of Haiti. Agency Overview The Broadcasting Broad of Governors encompasses all U.S. civilian international broadcasting, including the Voice of America (VOA), Radio Free Europe/Radio Liberty (RFE/RL), Radio Free Asia (RFA), Radio and TV Marti' and the Middle East Broadcasting Networks-Radio Sawa and Alhurra Television. BBG broadcasters distribute programming in more than 59 languages to an estimated weekly audience of 165 million people via radio, TV the Internet and other new media. Project Overview: VOA Creole New Voices/Our Voices Project Viewing the rebuilding of Haiti's infra-structure as an opening to prepare for a changing news environment, the Voice of America's Creole Service is in the unique position to broaden its reach beyond its current radio audience by expanding its web and social media presence. Utilizing innovative technology platforms and leveraging digital and social media tools will allow VOA Creole to capitalize on creating collaborative journalism that enables citizens and communities to tell their stories. SCOPE AND DESCRIPTION OF PROJECT By working in collaboration with its audience, as well as with trained journalists, VOA Creole will have new and expanded content that meets editorial and news standards and that enhances the value of its web property, expands its social media presence and informs its broadcast. This project will increase the potential for high-quality, publishable content for the VOA Creole website, social media and broadcast through an outreach, training and editorial support program that enables experienced and native language citizen journalists to participate in the VOA Creole service. PHASE 1- DESIGN TRAINING PROGRAM To make media with an impact, an individual must first learn the basic skills known to every journalist. These skills are not difficult, but require practice and the opportunity to learn. In order to harness the potential role that Haitian citizens can play in content contribution, they need to learn the skills and techniques related to the production and distribution of citizen media. In addition, trained journalists need to be given refresher training and exposed to new tools and instructed on mentoring others. REQUIREMENTS: 1) Plan and Develop multi-week on-site training program which provides the following: · Fundamentals of Journalism (Ethics included) · {BASIC & ADVANCED NEWSWRITING} · Principle of Audio Journalism · Writing for Radio · Basic Audio Recording & Editing · Principles of News Videography · Basic Video Shooting & Editing · Principles of Photography · Editing Photos · Writing for the Web & Mobile · Writing for Social Media, Facebook, Twitter & Blogging · Engaging Audience Through Social Media, Facebook, Twitter & Blogging · Use of Mobile and SMS Message to Broadcast · Creative Tools for Gathering News Content · Use of Crowd Sourcing and Mapping Tools · Identifying Roles and Defining Work Flow 2) Topics should not be limited to those mentioned above but shall be covered in a manner consistent with broadcasting standards and in conjunction with VOA's Creole Service requirements. 3) Number of participants will range from 15-20 and possess variance of knowledge skills from novice to professional DELIVERABLES: Contractor will provide training plan encompassing all items but not limited to items listed above. PHASE 2 - IDENTIFICATION OF TRAINING CANDIDATES Participants will be identified and recruited in consultation with VOA Creole Service and U.S. Embassy recommendations. PHASE 3 - CONDUCT TRAINING Providing practical and focused media training in Haiti which enables both citizen journalist and experienced journalist to develop a full range of skills and understand the importance of first class collaborative journalism. SCOPE AND DESCRIPTION OF TASK Training should be conducted in Haiti over multiple weeks, with a minimum of two weeks. Initial training should consist of on-boarding students, familiarizing them with the VOA Creole's current programming effort and classes covering basic techniques for producing broadcast, video, web, social media and photojournalism. The next step will be to provide trainees with the opportunity to learn more advanced storytelling techniques, journalism tactics, and basic video editing. A select group of trainees will be groomed to perform as citizen monitors as well as train-the-trainers to expand the skills of basic trainees and future trainees. These advanced trainees will also be given the opportunity to develop content to support VOA Creole. Approved training program as outlined in Phase 1 will define the exact number of weeks for needed to complete training. REQUIREMENTS: 1) Contractor would meet with ONM and VOA Creole in order to gain full understanding of VOA Creole workflow and desired expectations for ensuring content meets journalistic standards. Training on-site logistics will be defined. 2) Training program and content mentoring will be managed by skilled contractor in conjunction with ONM and VOA Creole. 3) Contractor will be responsible for delivering all on-site training sessions. 4) Training program should incorporate practical exercises and hands-on instructional training. 5) The Contractor will locate and secure training facility in Port au Prince, Haiti that allows for multi-media instruction as described above and adequate network resources to facilitate access to web. 6) The Contractor will also be responsible for ensuring transportation for participants to training facility is readily accessible and potential housing accommodations are available for those participating outside of established location. All costs for transportation and housing should be included as part of training program. 7) The Contractor shall furnish all labor, materials, manuals, and transportation etc. required to perform work described herein. 8) The Contractor shall provide Creole speaking instructor or Creole speaker to interpret instruction. 9) The Contractor shall furnish the following multimedia equipment for use during training and to : Ø Video Equipment: video cameras, lighting and peripheral equipment Ø Complete camera kits consisting of flip camera, lights and stands Ø Laptops or workstations for video editing Ø mobile phones (i-phones or blackberries) and service plans Ø Software to perform all training exercises DELIVERABLES: 1) Upon approved training program, contractor will deliver documentation for prescribed training program to VOA three weeks prior to actual training for review, revisions and final approval. 2) During training, the Contractor shall analyze each participant's ability to determine areas of improvement. The Contractor shall review participant's audio, videotapes and written program submissions and critique them with the participant. The Contractor shall coach the participant on how to improve their deficiencies and maximize their abilities. 3) The Contractor will prepare and deliver written report to the Office of New Media and VOA Creole an assessment of each participants skills and evaluation of performance. 4) Trainees who finish the program will possess the following skills: · onstruct and write a news story that meets VOA Creole editorial and journalistic standards · write a news story for the online distribution via web or social media · write a news script for broadcast via the radio · compose and shoot video and photography utilizing existing light · record effective sound · edit video and audio · tell a story through visuals · construct impactful brief interviews · understand security practices for reporter and subject · leverage social media as a news and advocacy platform PHASE 4 - INTEGRATION AND SUSTAINABILITY Crisis reporting, local community needs, and humanitarian efforts are all areas that an active and engaged citizenry could potentially fill better than trying to utilize traditional methods of on the -site stringer base. VOA Creole has a great reach within Haiti for its content, however it does not take advantage of developing social media and a base that goes beyond the news of the day and allows communities to tell their stories. Providing such an opportunity for journalists and citizen-journalists can dramatically increase the accessibility of personal, contextualized stories providing the world with direct access to their voices. Non-traditional journalists can function as be trained to function as reliable sources for local news content that can then be accessible to others in real time and also be a mechanism to truly voice their concerns and engagement through social media platforms. Opportunities to partner with organizations should also be explored and leveraged. SCOPE AND DESCRIPTION OF TASK The fourth phase of the project has the Contractor serve as editorial intermediary for trainees. Reinforcing principles taught in earlier phase and journalistic guidelines established by VOA Creole through practical application ultimately ensuring the end product is "high quality journalism". The opportunity for advanced trainees' to contribute more and more real content for inclusion in VOA Creole's programming, will help foster a richer media environment in Haiti. Beyond VOA Creole's current radio programming content, the website will be opened as a platform for citizen to have their voices heard by incorporating a section where content provided by citizen journalists can be featured and highlighted. In addition, the Citizen Journalist will be empowered and encouraged to blog and provide SMS messages, audio, video or other content via mobile feeds. By creating networked-citizen journalist who are able to support each other; learn from each other; speak and report on up-to-the- minute events occurring throughout the country VOA Creole's website will have content that give depth and engagement that the site currently doesn't have. By enhancing the use of social media tools the emphasis becomes on making information accessible; timely and engaging allowing the target audience to make informed decisions based on a better understanding of immediate events from various perspectives. Identifying on-the-ground organizations which are conducting similar projects and establishing joint- ventures could provide opportunities to take advantage of work already being done. Focusing on ways in which established networks or tools are already being utilized and creating new collaborative efforts to expand these efforts. REQUIREMENTS: 1) The contractor, working with the VOA Creole news director(s), will provide oversight in the development of stories and the delivery of content that meets editorial/journalistic standards and delivered in the appropriate format. 2) VOA Creole will work with contractor to ensure its editorial and production workflow are followed which will include participation in regularly scheduled editorial/story meetings as defined by VOA Creole. 3) The contractor will work with participants to ensure that content provided to VOA Creole is of consistent high-quality and publishable. 4) VOA Creole and contractor will identify organizations for possible collaborative efforts. DELIVERABLES: 1) The contractor, in coordination with VOA Creole, shall prepare and present a sustainability plan for the programs continuance and/or recommendations for effectively utilizing participants. 2) The contractor will review, evaluate and advise trainees on ways to improve their product. 3) If on-the-ground organizations are identified, the contractor, in coordination with VOA Creole, shall prepare recommendations for creating partnerships and enhancing relationships. Deliverables Time Line: Phase 1: First Submittal of Documented Training Plan - 30 days after award Revised Submittal of Documented Training Plan - 5 Business days after receipt of change requests from BBG Final Submittal of Documented Training Plan - 5 Business days after approval from BBG Phase 2: Selection of Participants - Simultaneous with Review of Training Plan. Participants should be identified and notified of acceptance to participate 21 days priors to start of training.
