- The U.S. Army Corps of Engineers (USACE) intends to initiate an Invitation for Bid (IFB) procurement of the final engineering design and construction services for one (1) inland waters non-self propelled welded steel buoy barge/crane barge conforming to commercial standards from a shipbuilding contractor. From the contract design package, the contractor will complete the final design, construct, test, and deliver the ready and mission capable barge intended to serve the U.S. Army Corps of Engineers, Memphis District in Memphis, TN in support of its aids to navigation, and fleet support mission on the Mississippi River system. The vessel's primary mission is support for the navigation mission for the Memphis District. The vessel will store, transport, deploy and recover inland river Aids to Navigation. The vessel will also serve as a load handling platform within the Memphis District. Secondary utilization to include crane service for dredge system components on the Dredge Hurley and the placement of levee explosives. The vessel will be equipped with a pedestal mounted hydraulic extension boom marine crane. The vessel will have the following principal particulars: Classed with ABS "Maltese Cross A 1, Barge, River Service, Reinforcement B. Asymmetric rakes, reinforced for grounding, at both ends, with connections for off vessel power, shore power, depth sounder, telephone and data connections in the aft tow knees. 120'Lx 40'Bx 8'D aft, 7' D fwd barge size. ~700 SF Deckhouse at the aft end of the barge. One (1) diesel generator set meeting the stated specifications One (1) centerline mounted spud. Liquidated damages are included in this contract and bonding is required. Solicitation No. W912BU-11-B-0021 will be available on or about 29 July 2011 via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via FBO Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. Bidder's are responsible for printing copies of the IFB and any amendments. Bids will be due on, or about August 30, 2011. All contractors are required to be registered in the DOD's Central Contract Register before award as required by DFARS 204.7300. Also, contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans.
