Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Infections and Immunoepidemiology Branch (IIB) plans to procure on a sole source basis services from Deutsches Krebsforschungszentrum (German Cancer Research Center) (DKFZ), Im Neuenheimer Feld 280, 69120 Heidelberg, Germany to perform HPV testing of serum samples from cases and controls, including p53 and p16 antibody testing. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541380 the business size standard is $12.0 million. Only one award will be made as a result of this solicitation. This will be awarded as an Indefinite Delivery / Indefinite Quantity (ID/IQ) type contract. Period of Performance: Performance shall be for twelve (12) months from date of award plus one twelve (12) month option period. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH). The Infections and Immunoepidemiology Branch (IIB) conducts multidisciplinary studies of carefully selected domestic and foreign populations, with the goal of clarifying the relationship of infectious agents, especially viruses, to human cancer and other conditions. Viruses may cause or increase the risk of malignancy through several mechanisms, including direct transformation, expression of "oncoproteins" that interfere with mitosis check points or DNA repair, expression of cytokines or other growth factors, and alteration of the immune system. While some viruses have been related to cancer for many years, new agents continue to be found. Human papillomavirus (HPV) is the cause of cervical cancer, as well as subsets of cancers at other anatomic sites, including the oropharynx, vulva/vagina, penis, and anus. There have also been purported associations between HPV and cancers at other anatomic sites in the head and neck from case-series and case-control studies; only one study has prospectively linked HPV with a subset of head and neck cancers (HNC). Since that time there have been numerous advances in HPV technology, and many new assays are available. Therefore, the IIB aims to evaluate the risk conferred by HPV infection detected prior to diagnosis of cancers at multiple anatomic sites in the head and neck. The purpose of this procurement is to test a maximum of 3000 serum samples using multiplex serology, an antibody detection method based on a glutathione S-transferase capture ELISA in combination with fluorescent bead technology (luminex based technology). The contractor shall also perform serological assays to analyze the presence of p53 and p16 antibodies. The laboratory of Michael Pawlita at the DKFZ, Heidelberg, has recently developed a new multiplex serologic assay (based on Luminex fluorescent bead technology) for detecting HPV types and proteins in serum samples. Included in the testing will be serological analysis for p53 and p16 antibodies. The DKFZ is the only known source capable of performing the required analysis. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on August 15, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
