Description
RFI/Sources Sought Printable Copy on FT-Raman Spectrometer This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses that may provide a brand name or equal Stand-Alone Fourier-Transform (FT) Raman Spectrometer. Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents. The FDA is conducting a market survey for qualified firms capable of providing a fully automated microarray based multiplexing system as outlined below. FT-Raman spectrometer should meet the following general work requirements: * For the collection of fluorescence-free Raman spectra in the near infrared at 1064nm excitation. - The spectrometer can be configured with a dual channel - option for a further excitation line. - Design Standalone FT-Raman Spectrometer with sealed optics housing - Spectral range 36001)-70cm-1 Stokes Shift (1)RT-InGaAs detector) at 35002)-70cm-1 Stokes Shift (2)Liquid N2 cooled Ge detector) * Resolution Better than 0.8cm-1 * Excitation laser Integrated air-cooled diode pumped Nd: Yag laser, 1064nm, polarized * Laser powers: 500mW, 1000mW, fully software-controlled - White light source for Raman background correction - Built-in alignment source for sample alignment and calibration - Detectors Room temperature (RT) high sensitivity InGaAs detector - Liquid N2 cooled ultra high sensitivity Ge detector, 5 days LN2 hold time The FT-Raman spectrometer should be meet the following specific work requirements: Hardware: * The FT-Raman spectrometer must be a standalone model. * Optical components must be electronically coded, so that these components are automatically recognized when placed in the spectrometer * The FT-IR should incorporate a high throughput 30 degree interferometer and gold coated optics for maximum light throughput. * Interferometer mirrors must be based on cube corner technology for maximum stability. * The interferometer bearing mechanism should be frictionless. * The spectrometer must be equipped with a Nd:YAG laser for fluorescence free * FT-Raman measurements at 1064nm. The laser must have a line width of <0.04cm-1. * The spectrometer must be equipped with other standard sources such as a white light source for Raman background correction as well as a built-in alignment source. * The spectrometer must allow FT-Raman measurements down to 70cm-1 in a standard sample collection mode. * The resolution of the FT-Raman spectrometer must be better 0.5cm-1. * The sample compartment must be equipped with * a pre-aligned sample stage with computer-controlled z-axis. Software: * The software should be fully compliant with 21 CFR part 11 regulations. * The software must come with a validation package for OQ/PQ * of the FT-Raman spectrometer. * The operating software should be validated. The NAICS Code is 334516. The small business size standard is 500 employees. Interested small business must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government requirement that is stated above. However, be advised that generic capability statements are not sufficient to evaluate your capability statement effectively. Information submitted must be in sufficient detail to permit the government to determine whether your organization meets the government requirement. This notice is for planning purposes only, and does not constitute a Request for Quotation. This request is not to be construed as a commitment on the part of the Government to award a purchase order or contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Interested small business organizations that believe they possess the capabilities necessary to undertake this project should submit via email copies of their capability statement, addressing the areas above. Capability statements must identify the business status of the organization. No telephone inquiries will be accepted. RESPONDENTS MUST SUBMIT CAPABILITY STATEMENT to kevin.doss@fda.hhs.gov no later than 5pm EST on August 5, 2011 for consideration.
