Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Pilatus Business Aircraft Limited, 11755 Airport Way, Broomfield, CO 80021, for the procurement of one (1) Pilatus PC-6/B2-H4 aircraft for the Mauritania Air Force (MAF). The procurement will also include aircraft sustainment support to include contractor logistics support, publications and maintenance programs, spares, consumables, ground support equipment, specialized tooling and test equipment, and training. This procurement is expected to have a period of performance of one year. The Government intends to procure the above requirements in accordance with the statutory authority permitting Other than Full and Open Competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. Market research was conducted by the requiring activity which indicated that Pilatus is the only company that can meet the requirements of the MAF for a new production aircraft with a single PT6A engine, "tail dragger" landing gear configuration, minimum of nine (9) passengers and two (2) crew members, and dual pilot/co-pilot controls. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
