Description
THIS IS A PRE-SOLICITATION NOTICE. The Department of Veterans Affairs, VISN 19, on behalf of the VA Medical Center located at 500 Foothill Drive, Salt Lake City, UT 84148 will be soliciting bids from experienced verified Service Disabled Veteran Owned Small Business concerns to provide all necessary labor, materials, tools, equipment and services for the installation of systems and items that will allow the removal of 276 existing flat-panel hot water solar panels and subsequent replacement with 108 new evacuated tube solar panels on the roof of Building B.14, located at the Salt Lake Veterans Medical Center, Salt Lake City, Utah. The project will include all necessary labor and materials to provide a fully operable hot water solar panel system. Contractor will reuse the existing support structure, piping and valves for installation of new hot water solar panels. The project includes ten each of additional 1 inch and 3/4 inch ball valves and 1 inch flexible pipe connections delivered to the VA. Project will include the installation of a variable frequency drive on the existing solar system pump in the basement level mechanical room and all necessary system testing, adjusting and balancing. Davis-Bacon wage rates to apply. Specifications and Drawings will be included in the solicitation. The estimated construction range is between $100,000 and $250,000. The VISN 19 RMAC is going to issue an Invitation For Bids in accordance with FAR Part 14. In accordance with P.L. 109-461, this acquisition is restricted to small businesses owned and controlled by Service Disabled Veterans that are Service Disabled Veteran Owned Small Business (SDVOSB) certified. NAICS Code 237130, Power and Communication Line and Related Structures Construction, is applicable to this acquisition with a Business Size Standard of $33.5 million. Solicitation documents will be available electronically on or about Wednesday, August 17, 2011 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED. A MANDATORY site visit and pre-proposal conference is scheduled for Monday August 22, 2011 at 10 am and will be located in a conference room at Salt Lake City Veterans Affairs Medical Center (SLC VAMC). The SLC VAMC address is 500 Foothill Drive, Salt Lake City, UT 84148. Prospective bidders are required to attend this site visit to familiarize themselves with the project, project site and conditions which may impact your costs. Only those potential bidders who attended the site visit, and signed the attendance sheet will be eligible to submit a bid. Upon review of the solicitation documents, prospective bidders are encouraged to provide questions and comments, in writing, regarding the solicitation documents, prior to the scheduled site visit, to the Contract Specialist via email to timothy.nyberg@va.gov. The tentative due date for the RFI's is Monday August 22, 2011 at the conclusion of the site visit. "SLC VA-259-11-IB-0288, Solar Panel" should be referenced on all correspondence regarding this announcement and solicitation. Opening of Bids is tentatively scheduled to be on or about August 30, 2011 at the VISN 19 RMAC conference room at 4100 E. Mississippi Ave., Ste 900, Glendale, CO 80246. All contractor work is expected to be completed within 270 calendar days after contract award. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on-line annual representations and certifications (ORCA) databases prior to award of a contract. Both can be accessed at the Business Partner Network (BPN) website at http://www.bpn.gov/. All SDVOSBs submitting an offer must be registered and will be verified as SDVOSB's by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/. This announcement serves as the advance notice for this project per FAR 36.213-2.
