- The U.S. Army, Amy Contracting Command - Picatinny, on behalf of the Office of the Program Manager, Close Combat Systems, (PM CCS) Picatinny Arsenal, NJ are currently seeking sources that have the capability of producing a Multi-shot Pen Flare Kit. The Multi-Shot Pen Flare Kit shall be a hand fired munition to be used in a non-conventional manner as a visual and audible warning in Escalation of Force (EOF) measures. The multi-shot pen flare kit shall consist of a launcher/ firing mechanism and several energetic projectiles (flash bang and flare munitions). The multi-shot pen flare kit shall be safe and robust for military operational use throughout the world.The requirements for the pen flare are as follows: 1. System Performance Requirements: The multi-shot pen flare kit shall be similar in form, fit, function to the M185/M186 and the Mk79/Mk135 configurations. The M185/M186 and the Mk79/Mk135 configurations consist of a hand held launcher approximately five (5) to six (6) inches long with a diameter of approximately 0.5 inches and six (6) to seven (7) energetic projectiles, each projectile about two (2) inches long. The whole package should measure (six) 6 inches long by three (3) inches wide. 2. Launcher/ Firing Mechanism:The launcher (firing mechanism) shall be similar to the M185/ M186 and the Mk31 configurations with an enhanced multi-shot capability. The firing mechanism of these launchers consists of a spring providing impetus to a firing pin when drawn back by a trigger connected to the firing pin. The launcher shall have a mechanism of cocking and locking the firing pin to the rear such that it is not protruding while loading energetic projectiles. The launcher shall have a multi-shot capability to allow the user to load more than two projectiles (minimum) at one time and fire repetitively. 3. Energetic Projectiles (energetic flash bang & flare munitions): a. Each energetic projectile shall consist of a flash bang munition, and a red flare, green flare, or white flare. b. The flash bang projectile shall have a minimum audible effect/output of 100 dB at 10 meters. c. The flash bang projectile when fired horizontally shall travel a minimum distance of 10 meters. d. The flash bang projectile when fired vertically shall travel a minimum elevation of 30 meters. e. The flash bang shall have a time delay between 0.5 and 1.5 seconds between time of launch and audible effect activation. f. The red flare munition shall have; a minimum burn time of 4.5 seconds, minimum luminous intensity of 15,000 candela, minimum vertical height of 35 meters.g. The white flare munition shall have; a minimum burn time of 4.5 seconds, minimum luminous intensity of 11,000 candela, minimum vertical height of 35 meters.h. The green flare munition shall have; a minimum burn time of 4.5 seconds, minimum luminous intensity of 3,500 candlepower, a minimum vertical height of 35 meters. 4. A respondent to this survey should be able to show adequate technical, manufacturing capability (i.e. manpower, facilities, production, distribution) and past experience for the same or similar items. Responses should include their current business structure: (a) name of Company-include contact persons name, technical point of contact, company address, telephone numbers (voice and fax), e-mail address, (b) Company size (i.e. large, foreign, small disadvantaged, veteran owned, woman owned, etc) and the completed Multi-shot Pen Flare Questionnaire provided as Attachment 1. This market survey is for information and planning purposes only, it does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The U.S. Government implies no intention or opportunity to acquire funding to support current or future efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
