Description
Amendment 0001 The U.S. Department of Transportation, Maritime Administration (MARAD) proposes to procure through Request for Quotations (RFQ) DTMA-92-Q-2011-0060, using commercial item, simplified acquisition procedures, replacement of the existing emergency diesel generator aboard TS KENNEDY. The U.S. Maritime Administration's Training Ship (TS) KENNEDY is provided to the Massachusetts Maritime Academy for the purpose of training young men and women for a career in the Maritime Industry. The TS KENNEDY, (ex-Velma Lykes) currently employs a Caterpillar 3406B Emergency Generator with a capacity of 315 kW. This system is undersized for the future needs of the ship. The contractor shall install a new, contractor-furnished, skid-mounted Emergency Diesel Generator rated in accordance with the electrical load analysis and all applicable regulations, capable of a continuous load of approximately 600 kW at a.8 power factor. The generator and diesel engine shall be constructed in accordance with ABS rules, USCG regulations, SOLAS requirements for an emergency source of power, and MARPOL 73/78 including all surveys and certificates required. The selected contractor shall provide all labor, materials, and services to prepare and provide detailed designs, drawings and instructions to suit the new and modified equipment and systems required for a complete approved emergency power source. The contractor is required to provide the engineering for integration of the new diesel generator equipment into the vessel's existing electrical system. Performance of this requirement includes preparation of detailed drawings for any foundations, any modification to ship's structure, wire pull diagrams and lists, a complete description of tasks required for the eventual installation, and a step-by-step procedure for activation and commissioning of the equipment. The design of the new system and all additional equipment proposed for that system shall conform to and be approved by applicable regulatory bodies - USCG and the American Bureau of Shipping (ABS). The desired performance period for this requirement, based on an award by not later than 09/23/2011, will run through 04/30/2012. Work is to be performed at the vessel's layberth located at the Massachusetts Maritime Academy, 101 Academy Drive, Buzzards Bay, MA 02532. Shipboard work to remove existing and install new diesel generator must be deferred until after the vessel returns from its 2012 Winter Training Cruise on or about 02/22/2012. The complete RFQ solicitation will be made available on the FedBizOpps website on or about July 25, 2011. Responses will be due on August 19, 2011 at 2:00 p.m. ET. A pre-proposal conference and site visit will be conducted aboard the TS KENNEDY at its layberth, Buzzards Bay, MA, on August 2, 2011 and August 4, 2011 at 10:00 a.m. ET with details to be provided in the solicitation package. All questions relating to this solicitation and from the site visit are due to the Contracting Officer by 2:30 p.m. ET on Tuesday, August 9, 2011. Responses to questions will be issued by an amendment to the solicitation. This requirement is a Total Small Business Set-aside business opportunity.
