Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Facilities Engineering Command, Pacific (NAVFAC PAC) intends to award a sole source Utility Energy Service Contract using the authority of 10 U.S.C. 2913, to Kauai Island Utility Cooperative (KIUC) at the Pacific Missile Range Facility (PMRF). 10 U.S.C. 2913 allows the Navy to enter into agreements with gas or electric utility companies to design and implement cost-effective demand and conservation incentive programs (including energy management services, facilities alterations, and the installation and maintenance of energy savings devices and technologies by the utility companies) to address the requirement and circumstances of the installation. This opportunity is available only to a utility contractor servicing Pacific Missile Range Facility (PMRF), Kauai. A Utilities Energy Service Contract (UESC) is a contract with a local energy utility company as well as a provision for technical services and/or up front project financing for energy efficiency and renewable energy investment. These contracts are financed and paid for, over time from the savings generated by the project. Project Description: NAVFAC PAC intends to enter into an UESC for the construction of a landfill gas power generation system (LGPGS) that will receive landfill gas from a nearby landfill that is owned and operated by the County of Kauai. The electrical power that is generated by the LGPGS will be distributed and consumed within the Pacific Missile Range Facility (PMRF), with excess power exported to the KIUC electrical grid. The LGPGS will include provisions for utilizing conventional fossil fuels as a backup. Waste heat recovery will be utilized to provide steam and/or hot water to the facilities of PMRF. The proposed UESC may include subsequent operation and maintenance of the LGPGS including measurement and verification of utility savings by KIUC. Other interested utilities servicing PMRF, Kauai may identify their interest and ability to meet the requirements stated herein and may submit a statement of corporate capabilities for consideration. The submission must include your NAICS code and Cage Code. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer.
