Description
The Naval Air Systems Command intends to issue a contract action under the Basic Ordering Agreement N00019-11-G-0021 with the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis for the following efforts: A. Purchase, fabricate, install and calibrate a full structural instrumentation Airborne Data Acquisition System (ADAS) and ballast system in a government provided, new production MV-22C, production aircraft. Where applicable, instrumentation will be installed in the contractor's production line. Purchase critical instrumented spares to maintain aircraft test availability. B. Provide a level of effort maintenance support for component removal and replacement needed to facilitate instrumentation installation and the conduct of a point load calibration. Provide personnel to support aircraft operations where none are already available through out the period of performance. C. Procure replacement parts if incidental damage or component failure occurs during post DD-250 modification and subject parts cannot be expeditiously provided as GFE. Procure necessary support equipment to provide for aircraft operation in order to conduct instrumentation system checkouts. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
