Description
Realty Training Synopsis Synopsis The Federal Highway Administration (FHWA) intends to award multiple 5-year indefinite delivery/indefinite quantity (ID/IQ) contracts under which fixed price Task Orders will be issued. The Task Orders may require developing, updating, and/or delivering nationwide training in the broad areas Realty Services for the National Highway Institute (NHI). Potential offerors are encouraged to access FHWA's Planning, Environment and Realty (HEP) (www.fhwa.dot.gov/hep/index.htm) and the National Highway Institute's website (http://www.nhi.fhwa.dot.gov/) for information regarding their programs. The NHI website also provides a listing of current training courses in the 1410XX series, as well as information on resources, training philosophy, instructor standards, the NHI Style Guide, and many other related topics. It is anticipated that the majority of listed courses will continue to be offered through 2015 and possibly beyond. The NHI training model is demand driven: the number of sessions delivered is based on requests for sessions. While it is difficult to project the number of sessions to be held for any particular course in a given year, for general planning purposes, the contractor can assume as many as 15 sessions of each course may be scheduled each year. OBJECTIVE The objective of this program is to effectively deliver high quality training dealing with all aspects of transportation realty. Work shall be performed in accordance with the terms of this contract and individual Task Orders. Over the five-year performance period, it is likely that new course development and updating activities will require subject matter expertise in a variety of areas, including, but not limited to property valuation, acquisition, negotiation, appraisal, relocation, eminent domain, utility rights-of way, billboards, and outdoor advertising. The target audience for NHI training courses is diverse and includes staff from Federal, State and local transportation agencies located within the United States. Additionally, since the FHWA Office of Realty is designated as the Lead Agency for programs associated with the Uniform Act, staff from these agencies are included in the target audience (e.g. Department of Housing and Urban Development, Federal Aviation Administration, Army Corps of Engineers, etc), The solicitation will be available electronically via the Government Point of Entry (GPE) at www.fbo.gov. No written, telephonic, facsimile, e-mail or other type of request for the solicitation will be accepted. Potential offerors/vendors are encouraged to register on www.fbo.gov and to monitor the website to receive the solicitation and any further information in reference to the subject action inclusive of any announcements, and amendments after its release. This notice of intent is not a request for competitive proposals. A request for proposals is anticipated to be published, through the Federal Business Opportunities website, on or before August 16, 2011. Once the solicitation is posted, all interested responsible sources may submit a proposal which will be considered by the FHWA. Any questions regarding this synopsis should be directed to Joseph Fusari, Contract Specialist, via email at: Joseph.Fusari@dot.gov or to Charles Kotch (Contracting Officer) at e-mail Charles.Kotch@dot.gov
