- The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), MD 21005 intends to award a firm-fixed price (FFP) modification to an indefinite delivery, indefinite quantity-type (IDIQ) contract utilizing Federal Acquisition Regulations (FAR) Part 15. The Government intends to issue a modification of W91CRB-08-D-0010 on a sole source basis to the EMS Technologies Canada Ltd. located at 400 Maple Grove Road, Ottawa, Canada K2V 1B8, awarded through the Canadian Commercial Corporation (Canada's international contracting agency) under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contractor shall provide an additional 7 months of SARMaster Rescue Coordination Center (RCC) Clients Software License Renewal, 18 months of SARMaster Lifecycle Subject Matter Expert Support and Maintenance (the 18 months will support 2 separate locations, but will not extend the contract past current period of performance) and SARMaster Local User Terminal (LUT) Accreditation & Enhancements to the Program Executive Office Soldier, Product Manager Air Warrior (PM Air Warrior) Personal Locator Beacon (PLB) Program within the existing Cospas-SARSAT (Search and Rescue Satellite Aided Tracking) ground infrastructure. The Technical Data Package (TDP) is not available for this requirement. Market research indicates that no other sources currently exist that can provide the proprietary SARMaster software licenses and services needed to satisfy search and rescue efforts without excessive expenditures and unacceptable delays. This notice of intent is not a request for proposals or quotations. No Statement of Work will be provided. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interests of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 5:00 pm EST, 16 August 2011. All information submitted should support the offeror's capability to provide the items and services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the items and services. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
