- JOFOC THIS NOTICE IS FOR INFORMATION ONLY- The Health Resources and Services Administration (HRSA) intends to negotiate a on a SOLE SOURCE basis with HIMSS Analytics, 230 East Ohio, Suite 600, Chicago, IL 60611. The purpose of this procurement is for the contractor to model the current state of EHR adoption within Federally Qualified Health Centers and provide feedback to all Centers with regards to their status using the EMRAM adoption model. The contractor shall (1) provide a work plan that expresses all work, timelines and how it will be delivered. The contractor will convene bi-weekly status update meetings that are built off the work plan. Project milestones, risk analysis/aversion, and resources will be discussed at the bi-weekly meetings; (2) supply HRSA with a written report analysis of the level of EHR adoption by FQHCs and EMRAM Score for each FQHC that shares complete information with HIMSS Analytics. This information will be provided directly to the FQHC facility and not to HRSA. A report will be provided mid-way through the project, providing HRSA with an overview of current findings (including overall EMRAM score analysis) ;( 3) A white paper outlining the findings, trends and analysis of the data collection project. The white paper will be published in conjunction with HRSA and will be posted on the HIMSS Analytics web site. In addition, HIMSS Analytics will work with HRSA on a press release regarding the results. This procurement shall be processed in accordance with the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures. The period of performance is a 8-months. In accordance with FAR 13.106-1, Justification for Other Than Full and Open Competition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
