- The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. Background The CIDI is a new NIH Center formed in partnership with the NIAID to focus on the development and application of advanced quantitative imaging tools to further the application of advances in pre-clinical and clinical in-vivo imaging in infectious diseases and immunology. As part of this effort, the CIDI provides support to NIAID preclinical research imaging programs at the Integrated Research Facility (IRF) in Ft. Dietrick, MD and in the NIH Animal Center in Poolseville, MD as well as clinical programs on the Bethesda campus. The IRF a unique imaging suite embedded in a BioSafety Level 4 (BSL4) biohazard containment laboratory. MIM 5 software is the primary image viewing and processing software used by our collaborators in the NCI Cancer Imaging Program for all patient images acquired with the Philips Gemini PET/CT scanner, the vendor that has installed all the imaging equipment in the IRF. We are proposing to purchase the MIM 5 software with a floating license. In addition to being the primary viewing and processing software for the PET/CT and SPECT/CT scanners in the IRF, this powerful analytic software will be the primary processing and viewing software for our new SPECT/CT being installed in Poolseville. The software also enables us to write specialized data processing algorithms to refine and modify the data which are extracted from the non-human primate and murine models to suit particular needs of individual unique imaging protocols, unlike clinical studies which follow routine and prescribed acquisition and processing paradigms. These data will in turn be the basis for the research publications for the IRF, CIDI and AIDS Imaging Research Section at Poolseville. The MIM 5 software also provides the ability to fuse data from both the MR and PET and SPECT/CT scanners. This software is essential and important to our research. The applicable North American Industrial Classification System (NAICS) code is 541519 and the small business size standard is $25 million dollars. The contractor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to provide all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Contract based upon Contractor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information.
