- Amendment 1 - Extend the due date for receipt of offers to August 17, 2011, at 1:00 pm THE SOLICITATION IS ISSUED AS OF JULY 15, 2011 AND MADE AVAILABLE ELECTRONICALLY AT THIS ADDRESS: http://www.fedbizopps.gov The U.S. Department of Health and Human Services, Division of Acquisition Management, Strategic Acquisition Service, Program Support Center, intends to issue the procurement as a TOTAL SMALL BUSINESS SET ASIDE as in accordance with FAR Clause 52.219-6. The proposed acquisition listed herein is for the Office of the Chief Privacy Officer, within the Office of the National Coordinator for Health Technology (ONC) is issued 'restricted' to small business concerns only. It is anticipated that a firm fixed-price contract will be awarded for a 18-month period of performance. No telephone requests for the solicitation package will be accepted. ----------------------------------------------------------------------- PRE-SOLICITATION NOTICE POSTED JUNE 22, 2011 The Office of the Chief Privacy Officer (OCPO) within the Office of the National Coordinator for Health Information Technology (ONC), through the Departmentof Health and Human Services, Division of Acquisition Management, Strategic Acquisition Service, Program Support Center (PSC), will be issuing a solicitation for the education, collection, and evaluation of patient choice in the electronic exchange of health information. One of the key goals of the Federal Health Information Technology Strategic Plan is to inspire consumer trust and confidence in health information technology and electronic health information exchange. Informed patient choice is one way to ensure a trust relationship with patients for the success of electronic health information exchange. Recent recommendations by the Health Information Technology Policy Committee (HITPC) stress the importance of meaningful consent, noting that the person who has the treating relationship with the patient is responsible for educating patients regarding how information will be shared and with whom, as well as obtaining and tracking patient consent. The recommendations further state that ONC should provide resources to providers related to enabling patients to make meaningful choices with respect to consent. With the growing interest in electronic consent mechanisms, and considering the role of meaningful patient choice in the success of electronic health information exchange, it is important to look carefully at the issues surrounding electronic consent. Research to date on this topic is limited, and in particular, the educational component of electronic consent must be explored in more detail. It is critical to understand what information patients desire and need when making decisions regarding their personal health information as well as what information they consider relevant for patient choice regarding the exchange of their health information in an electronic environment. In addition, it is essential to understand issues related to presenting educational material to patients about the realities associated with the electronic exchange of health information and patient choice with respect to sharing their health information. It will be important to address the unique challenges of collecting and tracking patient choice regarding sharing their health information in an electronic environment, where information exchanged between health care providers must indicate a patient's meaningful, informed choice and enable the patient choice to be honored. The Contractor selected will use innovative ways to educate and inform individuals of their option to exercise individual choice in a clinical setting regarding the electronic exchange of their health information; and ensure that individuals are knowledgeable participants in decisions about the sharing their electronic health information in a clinical environment as well as explore and evaluate ways of electronically obtaining and recording meaningful, informed choice from individuals in a clinical setting, regarding the electronic exchange of their health information. The anticipated contract period of performance will be for 18 months. It is anticipated that the solicitation will be issued approximately 15 days after this synopsis notice is issued and will be made available electronically at this address: http://www.fedbizopps.gov. Only electronic copies of the solicitation will be available. Proposals will be due approximately 30 days after the date the solicitation is issued. Competition will be restricted to small business concerns only, under NAICS Code 541990.
