- Project # 646-11-120, "UD, Renovate 1st Floor Business Center" at the Veterans Affairs Pittsburgh Healthcare System (VAPHS), University Drive, Pittsburgh PA. This is a competitive (best value) design build (DB/AE) procurement set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB). General Project Scope: The DB/AE contractor will renovate the designated spaces per the itemized requirements indicated below. Include removal of all existing materials and surfaces as required to complete renovation. The DB/AE will develop construction specifications and drawings as well as supervise the renovation of the spaces. This project involves primarily nonrecurring maintenance. This includes, but is not limited to: Field verification of existing space and existing utilities servicing the renovated space. Evaluation and design for replacement of the existing HVAC mechanical and ventilation system servicing the renovated space. Evaluation and design modifications to the existing electrical distribution system servicing the renovated space to provide sufficient power to all new lighting and equipment in the area. Evaluation and design modifications to the existing plumbing system servicing the renovated space to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area. Evaluation and design modifications for all Business Center Equipment and Support Services. Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors and wall surfaces. All finishes must match existing finishes at the 1st Floor Business Center. Construction will need to be addressed in multiple phases to allow hospital operations to continue during construction. Phasing will be determined during the 50% design review. Phasing Plan must work within budget and allow the VA to continue operations at minimal interference. The project will follow the guidelines established in the VA Pittsburgh Master Space Plan to enhance services at the University Drive Division. All designs will be in compliance with space criteria as referenced in VA Handbook 7610, VA Handbook 0730 Security and Law Enforcement. Provide Professional Engineering Time and Motion Study for analysis of Business Center operations at the following areas: Admissions Check In stations, Travel Check In, Agent Cashier Check In, and My HealtheVet Check In. Perform analysis of number of visits per day for each area indicated, wait time, processing time, queue time and number of visitors in queue. Study to make recommendations from data obtained from this study on the design of this business center. The goal is to reduce queue lengths and provide better utilization of space to better service veterans. Study to be performed prior to Schematic Submission so information obtained from this study can be the basis for schematic design. Study results to be submitted in excel spreadsheet format for review and approval of VA. The construction cost range is between $1,000,000 and $2,000,000. The applicable NAICS is 236220 with the small business size standard of $33.5 million. The Solicitation will be issued on or about August 11, 2011 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. A Pre-Proposal Conference is scheduled for August 18, 2011 at 8:30am at the VAPHS University Drive division, Bldg. 1, Ground Floor, Facilities Management Service (FMS) conference room AN216. Although not mandatory, all Offerors are encouraged to attend the Pre-Proposal Conference. The Deadline for Proposals will be due on or about September 12, 2011. All responsible sources may submit a proposal which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov, shall be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov and be registered and verified at http://www.vip.vetbiz.gov prior to award of a contract.
