Description
This research will include collection of tissues (liver, muscle, brain, gonads, spleen, kidney, heart, gills, etc.) from wild, adult Sablefish collected off the coast of Washington annually. NOAA scientists will provide euthanized commercially-harvested wild fish and individuals from captive brood stock maintained at the NMFS Manchester Marine Field Station (MMFS) near Manchester, WA. Samples from 100 fish per year will be harvested for RNA processing. Sample collection will require 5 trips per year to Westport, WA and approximately 3 days overnight in a hotel for each trip. Approximately 20 day-trips to MMFS in Manchester, WA will be required to assist NOAA scientists with tissue collection from fish maintained by NOAA scientists at MMFS. The Government intends to negotiate a firm fixed price contract with a base period commencing approximately September 15, 2011 and ending September 14, 2013. The NAICS code for this procurement is 924120 there is no size standard. This notice represents the only official notice of this solicitation. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that the University of Washington is the only entity with the necessary resources and techniques for intensive aquaculture of sablefish (Anoplopoma fimbria, aka black cod). However, other potential sources with the expertise and required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above in duplicate no later than 15 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. No cost or pricing data is required. Interested parties who feel they are qualified to perform this work should submit their qualifications to Contracting Specialist Anthony R. Buch at anthony.r.buch@noaa.gov. THIS NOT A SOLICITATION.
