- The Bureau of Reclamation, Columbia-Cascades Area Office intends to negotiate on a sole source basis with the Talent Irrigation District, with Talent Irrigation District as operators of Reclamation's Rogue River Irrigation Project to collect and perform data analysis to complete an Endangered Species Act consultation with the National Marine Fisheries Service in Jackson County, Oregon. The Biological Opinion that will result from these services will be necessary for the legal operation of the Rogue River Project in the future. Talent Irrigation District is uniquely situated within the Bear Creek watershed and has been involved with this ESA consultation since its initiation in 2003. Because of this long standing involvement with this particular ESA consultation, TID and its routinely used contractors have a working knowledge of the stream systems involved in this consultation and have the professional expertise to acquire and analyze the required data in the limited amount of time available for completion of this consultation. In addition, TID has spent considerable time and funds to acquire this level of information regarding this particular consultation on the Rogue River. A Justification for Other than Full and Open Competition has been prepared in support of this acquisition in accordance with the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. (a) Authority. (1) Citations: 41 U.S.C. 253(c)(1). (2) When the supplies or services required by the agency are available from only one responsible source. Firms believing they can provide the service must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements by close of business Wednesday August 3, 2011. This notice is not a request for competitive quotations and award of this requirement will not be delayed to qualify a new contractor. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future acquisitions of this type.Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award. Firms should identify business size (i.e. small business, other than small business, etc. This notice may represent the only official notice of such a solicitation.
