- RFQ Soliciation GSC-QF0B-11-32452 Technical Concurrence -Other Than Full and Open Competition Justification (Brand Name) Other Than Full and Open Competition Justification (Brand Name) On behalf of Defense Cyber Crime Center (DC3), the General Services Administration, Federal System Integration and Management (FEDSIM) intends issue a solicitation, negotiate, and award, on a sole source basis, a contract to Argonne Ridge Group, Inc (Argonne). Argonne is the sole manufacturer and provider of Argonne products and has proprietary rights to the all Argonne products associated with this requirement. This contract will provide DC3 with the Argonne analytical and visualization tool. The contract Period of Performance (PoP) will consist of a 12-month subscription. This procurement will be conducted under the authority of FAR 13.5 - Test Program for Certain Commercial Items. A Brand Name Justification under the authority of FAR 6.302-1 (c) is separately attached. The Government's market research has concluded that Argonne is the only one capable of meeting the Government's requirements; however, interested persons may identify their interests and capabilities to this requirement via email to Wesley L. Dewalt, Contracting Officer at wesley.dewalt@gsa.gov. Questions must be received by 5:00 p.m EST, August 2, 2011. Interests or questions submitted after the cut-off date will not be considered
