Description
SOURCES SOUGHT: The Bureau of Indian Affairs, San Carlos Irrigation Project (SCIP), 13805 North Arizona Boulevard, Coolidge, Arizona 85128 is seeking to identify potential sources, i.e. Buy Indian/ANEEs who may possess the capability to perform GIS Services for SCIP. The work is located at Coolidge, Arizona. This sources sought is not an issuance of a solicitation, a request for proposal, invitation for bid, or request for quote and the information presented in this announcement will not obligate the Bureau of Indian Affairs, San Carlos Irrigation Project in any manner. This procurement is being considered for 100 percent set-aside under the Buy Indian program. If adequate interest, sufficient supporting documentation is not received or documentation received is determined to be insufficient in nature by technical acceptability, the solicitation may be issued under a small business set-aside or unrestricted basis without further notice or may be cancelled at any time. DESCRIPTION (SYNOPSIS) OF WORK CONTEMPLATED (INCLUDES BUT NOT LIMITED TO) UNDER THIS PROJECT: 1.0 Introduction The San Carlos Irrigation Project is seeking a qualified Contractor to supply a comprehensive daily on-site GIS maintenance for the SCIP power system. Qualified Contractor will provide essential support by means of updating electrical facilities attribute and spatial location information in a Geographic Information System (GIS). Updating this vast amounts of information will assist SCIP in operating and managing its current service area, and will enable SCIP to operate more efficiently, safely, and successfully for future electric utility operations.Contractors who do not have at least ten years experience in Electric Power Transmission and Distribution Facilities inventory utilizing GPS technology should not apply. On-site personnel provided by Contractor must be able to complete mandatory government background and security check. 1.1 Overview The electric service boundaries of SCIP extend across four counties (Gila, Maricopa, Pima and Pinal) roughly from the San Carlos Apache Reservation, and Coolidge Dam and San Carlos reservoir to the east, to the border of the Gila River Indian Reservation to the north and west, and to town of Catalina in Pima County and Casa Grande-Coolidge-Florence in Pinal County to the south. The power system consists but is not limited to the following attributes: - 29 transmission, distribution and switching substations;- 250 miles of 69 kV transmission;- 700 miles of overhead three-phase primary 12.47 kV distribution;- 30 miles of underground three-phase primary 12.47 kV distribution;- 450 miles of overhead single-phase 7.2 kV primary distribution;- 70 miles of underground single-phase 7.2 kV primary distribution;- 250 miles of overhead secondary distribution;- 100 miles of underground secondary distribution;- 35,000 transmission, distribution and lighting support structures;- Approximately 3,000 square miles of electrical service territory; and- 16,350 total service locations (meter). The contractor shall perform the following: maintain a TerraSync data dictionary used on Trimble GPS units to collect field data; provide assistance to SCIP personnel to utilize GIS datum; and provide daily to SCIP, the expertise and knowledge to maintain and update any power system modifications. The Contractor shall process all data into an Environmental Systems Research Institute (ESRI) GIS database, specifically an Origin data model, first at the circuit level, then at the system level. During the data process, quality analysis and quality control checks are addressed to ensure accurate data quality and standardization. Once the Origin data model is updated, The Contractor is responsible for integration methodologies with other information systems, such as Irrigation O&M, Cultural and Environmental Studies, Power Line Design, engineering analysis and Operational Dispatch, as well as other departments within SCIP. 2.0 Scope of Work Contractor will perform the following tasks daily: - Technically responsible for analyzing and evaluating data involving SCIP's electrical system facilities. The facilities data is collected and mapped utilizing Global Positioning System (GPS) hardware and software which is then stored into a Geographic Information System (GIS). SCIP currently operates an Origin based ESRI 9.3 GIS system. - Plan and execute field work in remote environments to generate new or verify mapped information, using standard field sampling and electrical system data collection. - Design, Develop and Manage the GIS database and database management system. - Continual support and maintenance of GIS computer system including global positioning systems, personal computers, data collectors, printers and plotters. - Manage and integrate a variety of GIS and database management software, and when necessary, modifies or adapts standard software to meet program needs. Implements data documentation procedures and data distribution using appropriate technologies. Designs and develop global positioning system (GPS) data dictionaries, spatial data inventories, and cross linkages to ensure software and data structure compatibility. - Ensure that the correct and appropriate application of geographic and cartographic concepts and principles are applied to database construction, analyses, and production of high quality digital and hardcopy GIS products. Creates draft and presentation quality output products. - Maintain a system wide inventory of all SCIP electric power facilities. Contractor will be responsible for at least a ninety-five (95%) per cent accuracy rate on data collected therefore it is imperative the Contractor have in-depth knowledge of electrical utility system design. - Providing raw GPS data by circuit in industry standard GPS files (typically.COR files). SCIP will also require the original.SSF and Base files if the GPS locations have been differentially corrected using post processing. - Provide GIS data by circuit in ESRI format in the following Coordinate system and Projection: Item Description Name NAD_1983_UTM_Zone_12NProjection Transverse Mercator Units Meter Datum North American Datum 1983 Ellipsoid GRS 1980 Delivery of data to SCIP is subject to review by SCIP and subject to correction by the Contractor at no additional cost. Offerer must be able to staff the following on-site personnel: 1. GIS Specialist with these qualifications:a. Qualified individual must possess Masters Degree or above in any field as it relates to GIS. b. Qualified individual must have 10 years experience in electrical transmission and distribution GIS. c. Qualified individual must have 5 years experience in the Origin electrical data modeld. Qualified individual must have 5 years experience using ESRI's ArcInfo and ArcPad platforms.e. Qualified individual must be experienced with the USDA Specifications and Drawings for line construction and underground electrical transmission and distributionf. Qualified individual must be able to pass a Federal Government background check The estimated cost of this project is between $500,000 to $1,000,000. NAICS is 541370. CONTRACTOR SUBMISSIONS Interested parties should include/submit the following information in their Statement of Qualifications (SOQs) or Expressions of Interest (EOIs): 1) Business name, address, cage code, socioeconomic classification. 2) Clear evidence of the firm's experience (no more than 2 projects please) performing work of a similar type. The experience should be identified by: contract numbers, agency issuing the contract, project titles, dollar amounts and points of contacts (both contractor and customer) with telephone numbers, emails, addresses, etc. Indicate if the firm was a prime or subcontractor (if subcontractor on the project, provide prime contractor information). Description of services provided under the contract. If your firm has never contracted with the Federal Government as a prime contractor, or as a subcontractor to a prime Federal, provide specifics in terms of the largest customers of these services; 3) A positive statement of their intention to submit an offer for the solicitation (if issued) as a prime contractor; 4) Has your firm ever been terminated for cause or default from a contractual arrangement, whether Federal or private sector, as a result of failure to perform, poor quality and workmanship provided, etc.? If so, please provide the specifics; Firms are reminded of the requirement to register in the Central Contractor Registration (CCR) database (http://www.ccr.gov) and the Annual Representations and Certifications (http://orca.bpn.gov) as required by FAR 4.1102 will apply to this procurement. There is no entitlement to payment of direct or indirect costs related to or arising out of responses received by the Government from interested contractors. There is no guarantee, expressed or implicit, that the market research for this acquisition will result in a set-aside either competitive or sole source or of any guarantee of award or particular acquisition strategy developed.
