Description
Request for Information (RFI) for Professional Engineering Services The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Office of Air and Marine, National Training Center is responsible for CBP Mission Support. CBP's activities are organized into three Mission Sets: (1) securing America's borders; (2) Securing and expediting the movement of people and the flow of goods; and (3) Sustaining investment in our people and capabilities. The Office of Air and Marine, National Training Center is organized within CBP Mission Support, where we are responsible for managing all resources including workforce, budget, aircraft, vessels and facilities as well as all acquisitions. The DHS/ CBP/ Air and Marine National Training Center issue this request for information (RFI) on the subject of its contemplation of a new contract vehicle called "Professional Engineering Services" (PES). The PES contract will provide for the Air and Marine National Training Center ability to provide 1) maintenance and software updates for its OPSTAR web portal, 2) program management, 3) quality assurance and quality control, and 4) live tactical training. The OPSTAR web portal and its data are the property of the U.S. Government. Access to the OPSTAR system is restricted to authorized users only. A vendor will be expected to become acquainted with OPSTAR and maintain course curriculum, as well as associated infrastructure support inherent with the Web-\Based Distribution Network known as OpSTAR. The government is looking for product areas such as: •§ Program and logistics management •§ Basic and complex graphic design •§ Basic and complex system design •§ Software maintenance and help desk services •§ Business process development and technical writing •§ Advances software programming, and •§ Demonstrated use of best practices in quality control and quality assurance. •§ Demonstrated visionary leadership in strategic planning and problem solving. •§ Demonstrated responsibility for the management, administrative and technical direction of operations of a web portal. The DHS/ CBP/ Air and Marine National Training Center would like to gather input from the industry in the form of written responses to discuss the market capability to meet its future requirement. An interested vendor may exhibit it's capabilities in the form of a video conference, illustrate in person, or present its capabilities statement / portfolio. To respond to this RFI please email your request to Sharon.brown1@dhs.gov. Responses to this RFI are by email only. DHS/CBP/ Air and Marine may design the new contract to support commercial and noncommercial agency requirements, and expects that the contract vehicle may support a variety of task order types, including the assessment of cost reimbursement. Important Note : According to FAR 15.201, requests for information ( RFIs) may be used when the government does not presently intend to award a contract but wants to obtain price, delivery, other market information, or capabilities for planning purposes. A response to this notice is not an offer and shall not be considered as an offer. This notice will not be accepted by the government to form a binding contract.
