Description
The U.S. Army Corps of Engineers, Walla Walla District, CENWW, 201 North 3rd Avenue, Walla Walla, WA 99362, intends to issue a Sole Source Firm-Fixed Price Solicitation to provide specific and specialized skills, experience, and resources in order to successfully restore the vandalized images. Services that are non-detrimental techniques of rock art restoration in support of the removal of spray paint defacing the Native American rock images at Red Elk Rock Shelter that has the potential to restore the site to a condition acceptably similar to that prior to the defacement. The statutory authority for permitting other than full and open competition for this requirement, 10 U.S.C. 2304(c)(1), and implemented by FAR 6.302-1(a)(2), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The Walla Walla District of the U.S. Army Corps of Engineers (The Corps), is responsible for compliance with Section 110(a)(1) of the National Historic Preservation Act, which requires Federal agencies to assume responsibility for the preservation of historic properties which are owned or controlled by such agency. Red Elk Rock Shelter (also known as 10NP287) (the Site) is a National Register of Historic Places (NRHP) eligible historic property located within lands managed by The Corps at Lower Granite Lake. Red Elk Rock Shelter contains a number of prehistoric pictographs and petroglyphs (Images). These Images are the primary element of the archeological site making it eligible for listing on the NRHP. There is vandalism at Red Elk Rock Shelter in the form of spray painted graffiti. In many places the graffiti was done over the top of prehistoric Images. The purpose of this contract is to: (1.) Determine the efficacy of laser technology in combination with other techniques to perform the restoration, and if found efficacious; (2.) Use the tested techniques to attempt to remove the modern paint from the Red Elk Rock Shelter without adversely affecting the Native American rock Images in an attempt to restore the historic integrity of the site. Removal of this graffiti is extremely important because of the Corps' responsibilities to manage and preserve historic properties listed on the NRHP. CONTRACTOR SERVICES: Services under this contract will pertain to a site located on federal lands administered and managed by The Corps of Engineers. The contractor will be expected to provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to determine the efficacy of available rock art restoration technology to restore the Site (as far as is technically and practically possible) to a condition similar to that prior to the subject vandalism. ADMINISTRATIVE INFORMATION: The solicitation W912EF-11-Q-0108 will be available on the Federal Business Opportunities (FedBizOpps) site, www.fbo.gov. The North American Industry Classification System (NAICS) code is 562910 with a Size Standard of $14 million. This is not a request for bids, but notice that our intent to issue a Sole Source solicitation for this requirement. Number Note 22 applies to this acquisition.
