Description
This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region has a requirement for turbine overhauls that require new seal rings, ranging in size from 99" to 188" in diameter. The seal rings will be installed on an 82,000 horsepower hydroelectric Francis type turbine and will have running clearances no greater than 0.045" radial between the rotating and stationary seal rings. Past seal ring replacements utilized nickel-aluminum bronze paired against austenitic stainless steels such as CF8/304L. Wear rates observed using these materials were excessive, primarily on the aluminum bronze rings. Nitronic 60 stainless, with excellent mechanical properties, is now being used in place of the aluminum bronze to extend the life of the turbine seal rings and improving the long-term efficiency of the turbines at Hoover Dam. All interested vendors must demonstrate experience in the fabrication of original equipment manufacturer (OEM) seal rings either by centrifugal casting or ring roll forging long-term efficiency of the turbines. This acquisition, when announced, will be conducted under North American Industry Classificaiton system (NAICS) Code 331513 Steel Foundries (except Investment), size standard of 500 employees. Capability statements are to be submitted no later than August 05, 2011. The capabilities package should demonstrate the firm's experience and capability to perform the principal components of services listed above. Packages should include the following information: Provide (1) Business Name and Address, (2) Point of Contact to include E-Mail Address and Telephone Number, (3) DUNS, (4) NAICS code(s) applicable to the work, and (5) Business Size and Type: 8A, HUBZone, Women-owned, Service Disabled Veteran-Owned, Small Business, Large Businesses, etc, (6) Demonstration of your firm's experience by providing a list of at least two comparable jobs completed within the past five years in which your firm as the OEM completed stationary seal rings either by centrifugal casting or ring roll forging. Experience shall include a minimum of two projects fabricating to OEM drawing of OD (outer dimension) 105" or greater stationary seal rings. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, company name, location, customer's contact name, e-mail address, and phone number. All businesses are encouraged to limit their responses to no more than 10 pages in length. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of potential contractors for solicitation planning purposes only. This is not a request for proposals and is not to be construed as a commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice.
