Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICIATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Marine Corps Systems Command (MCSC) Marine Enhancement Program (MEP) is seeking advertising space in a newspaper-type publication whose primary target audience is active duty and reserve Marines. This advertising effort is intended to solicit direct feedback/suggestions from Marines regarding current/future combat equipment. As such, solicitation M67854-11-R-1059 is a request for proposal for a bi-weekly publication of a Marine Corps advertisment for the Marine Enhancement Program (MEP). The period of performance to include all option years would begin 19 September 2011 and end 15 January 2016 for a total of 104 advertisements. The publication must exclusively promote the interests of the Marine Corps while targeting readers who have an active relationship with the Marine Corps. The publication must be available by subscription and sold over the counter aboard all major Marine Corps installations to include, but not limited to, Marine Corps Base (MCB) Quantico, MCB Camp Lejeune, MCB Camp Pendleton, MCB Hawaii and MC Bases Japan. A sample advertisment is present as an attachment to this Request for Proposal. All responsible sources may submit a proposal which shall be considered by the agency. Please refer to attached Request for Proposal, solicitation M67854-11-R-1059 for additional details, in particular Section C, Statement of Work; Section L, Instructions to Offerors; and Section M, Evaluation Factors.
