- The Office of Naval Research (ONR) intends to execute a contract modification to increase the contract maximum amount for Lockheed Martin Corporation's basic contract N00014-08-D-0748 from $7,000,000 to $10,500,000. This contract was awarded using full and open competition under BAA 08-003. ONR envisioned a three-phase, down-select, IDIQ task order approach for developing the Sense and Respond Logistics (S&RL) network architecture. The Government required cost proposals for all three phases under the solicitation. Updated cost proposals for Phases II and III were a required deliverable for the initial Phase I task orders and Phase II task order. Task order solicitations for Phase II and Phase III were not issued, since "proposals" were a required deliverable. The Government's intent was to down-select to one Phase II contractor and one Phase III contractor. ONR received eleven (11) responses to BAA 08-003, with a down select from eleven (11) companies to three (3) companies for Phase I awards. The outcome of the Phase I competition between BBN, Honeywell and Lockheed Martin was an award to Lockheed Martin for Phase II, and later, partial tasking for Phase III. This increase is provided to Lockheed Martin based on their extensive technical knowledge gained as both the lead integrator for the S&RL products and the primary consumer of the MAGTF C2 SOI. This knowledge provides Lockheed Martin a unique and valuable understanding of the most efficient and effective path to meet the requirements of USMC and ONR stakeholders. To date, Lockheed Martin has successfully designed and developed the baseline for the Information Architecture, to include a Shared Data Environment, Partner Services and an Open Agent Communication Network. Under the increased ordering amount, ONR intends to award a subsequent task order to continue the development of technology to fully mature those capabilities and support inclusion of emerging technologies to optimize the dynamic, nonlinear demands of USMC logistics. The subsequent tasks include: develop intelligent reasoning within the IA; enhance the interface/integration development within the MAGTF C2 SOI environment; establish/participate in Science and Technology evaluations to fully mature the product to TRL 6 and facilitate transition to the USMC; provide recommendations/models for design improvement based on lessons learned; supporting the development of the IA Design Document. This modification makes no change to the scope of work or the Ordering Period of the basic contract. This announcement is not a solicitation as the aforementioned contract is intended to continue under a sole source justification under the authority of FAR 6.302-1(a)(2)(iii), "Only one responsible source and no other supplies or services will satisfy agency requirements without substantial duplication of cost to the Government." The North American Industry Classification System (NAICS) code for this requirement is "541712," with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below.
