Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 260 Industrial Way West, Eatontown, NJ 07724 intends to execute a new work modification to contract VA118-11-P-0032, originally awarded on March 22, 2011 on the basis of other than full and open competition for Independent Verification and Validation (IV&V) support services for the Department of Veterans Affairs Time and Attendance System (VATAS) that is currently in the production phase. The TAC intends to award a sole source modification incorporating additional level of effort for the remaining six (6) months of the Base period to RightDirection Technology Solutions (RDTS), LLC, 1101 Pennsylvania, Ave. NW Suite 600, Washington, DC 20004, a Service-Disabled Veteran-Owned Small Business (SDVOSB) pursuant to the authority of 10 U.S.C. 2304 (c) (5), 41 U.S.C. 253(c)(5), 38 U.S.C. 8127(c), the Veterans First Contracting Program as implemented by the Veterans Affairs Acquisition Regulations (VAAR) Subpart 819.7007. This new work modification will revise the prices currently reflected in the Base period, reflecting a period of performance from September 22, 2011 through March 21, 2012. Additional IV&V testing, evaluation, and test results review are necessary to support the VATAS project. As the system has been further developed, otherwise unknown complexities have arisen that could not have been determined without the fit gap analyses currently being conducted under the development contract. The IV&V support will include test case and script development, monitoring and evaluation, requirements and regression testing, user acceptance testing, parallel testing support, and security testing and evaluation. These support services are required to assist VA in meeting the objectives for the "Establish Strong VA Management Infrastructure and Integrated Operating Model (IOM)" Major Initiative. IOM will implement a management structure to integrate VA's major corporate functions to enhance information-sharing and improve the effectiveness of the Department's mission and its delivery of service to Veterans. The North American Industrial Classification (NAICS) for this effort is 541611 with a corresponding small business size standard of $25M average annual revenue. The estimated date of award for this action is September 21, 2011. This notification shall close on August5, 2011.
