- Request for Quotes: Bone Histomorphometry Analsyis System This is a Request for Quotes (RFQ) for the Uniformed Services University of the Health Sciences (USU) located in Bethesda, MD, on the National Naval Medical Center (NNMC). USU is a medical university and a Department of Defense Agency. USU has a requirement for one bone histomorphometry analysis system. This is a RFQ in accordance with FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures) and is being advertised exclusively on www.fedbizopps.gov. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Competition is being limited to small businesses; quotes from large businesses will not be considered. Vendors must be listed as a small business under NAICS Code 511210 – Software Publishers. In order to be considered for award, offerors must be registered in the Central Contractor Registration (CCR) database ( www.ccr.gov ) and the Online Representations and Certifications Application (ORCA) database ( www.orca.bpn.gov ) by the close date of the solicitation. Quotes received from offerors not registered in both databases will not be considered. Please provide a quote for one bone histomorphometry analysis system that meets the specifications below. Specifications: 1) System must be designed specifically for bone histomorphometry and must be compatible with an Olympus microscope. 2) System must be designed specifically around ASBMR nomenclature, using a specialized measurement list to automatically calculate bone parameters. 3) The system must include a quality digital camera and the resolution of the measurement window must be at least 1360x1024. 4) System must include one high contrast touchscreen flat panel monitor with ability to trace bone images directly on the flat screen panel. 5) System must interface with a 0.63X video adapter, model number U-TV0.63XC-1.2 6) System must use intelligent open measurements/variables (non-defined variables of interest for user) allowing user ability to name and measure variables not listed in program. 7) System must perform automatic calculation of kinetic fluorochrome labeling (variables; i.e. mineral apposition rate, mineralizing surface, bone formation rate) and ability to change the number of days between injected labels (i.e. 5 or 7). 8) System must be able to calculate kinetic and static histomorphometry parameters for both cortical and cancellous bone. 9) System must be able to automatically integrate independent sample measurements from serial bone sections of same animal. 10) System must be able to download data from analysis system and export to Microsoft Excel. 11) Vendor must provide on-site installation and at least one day of on-site training. Please describe the training that you will provide. 12) System must include basic commercial warranty/service agreement. Please describe the agreement. 13) System must be user-friendly. Items will be shipped to Bethesda, MD 20814. The items are required as soon as they can possibly be shipped. Please include ALL relevant charges in your quote. The resultant single award will be a Firm Fixed Price purchase order. Award will be made based on best value to the government. Evaluation factors are listed in order of importance, with most important listed first. The government will conduct a trade-off between price and non-price factors. The government reserves the right to award without discussions. Evaluation Factors (Listed in order of importance): 1) Technical – Offerors must provide product literature that demonstrates that the quoted item meets the minimum specifications listed. a. Compliance with specifications b. Quality of digital camera and resolution of the measurement window c. Quality of component equipment: i. Computer ii. Touchscreen monitor d. Ability of system to calculate kinetic and static histomorphometry parameters for both cortical and cancellous bone e. User friendliness f. Warranty g. Delivery and Installation 2) Price – must include ALL relevant charges (i.e. shipping, installation, training, warranty, etc.) With your quote, please include the following information: 1) DUNS number 2) Payment method (Visa is preferred for USU) Questions/clarifications regarding this solicitation must be submitted via email to benjamin.kacher@usuhs.mil by close of business (COB) August 1, 2011. Any questions received after August 1 st will not be answered. Questions will not be answered over the phone or submitted by any other means. All questions will be answered in an amendment to the solicitation posted on or around August 2 nd. Quotes are due by close of business on Friday, August 5, 2011 and must be e-mailed to Ben Kacher at benjamin.kacher@usuhs.mil. The government reserves the right to award without discussions.
