- Families Over Coming Under Stress (FOCUS) Sources Sought The United States Army Installation Management Command (IMCOM) Family Programs (FP) San Antonio, TX, (henceforth, referred to as "IMCOM FP") has a need for a Family Resiliency Services Program to support and build resiliency within the Military family, and provide better access and continuity of preventive psychological health care for high risk military families. The Defense Health Board Task Force on Mental Health has identified military families and children as a high risk group due to the prevalence of multiple wartime separations, combat-related post traumatic stress or other health conditions, and combat-related physical injury or loss. IMCOM FP requires a Program of resiliency services, including briefings, consultations, interventions, and other mental health services that is evidence-based and has been adapted for a military culture and the wartime context, to help those contending with these problems. The Family Resiliency Services Program provided by the Contractor must be embedded within the military community at the following locations for all who have experienced operational deployments and combat exposure: Fort Bliss, Fort Bragg, Fort Stewart, Fort Benning, Fort Campbell, Fort Carson, Fort Drum, Fort Hood, Fort Huachuca, Fort Polk, Fort Riley, Fort Sill, Fort Wainwright, USAG Baumholder, USAG Grafenwoehr, USAG Vicenza, and USAG Yongsan. In addition, the Program must include support services for military staff, schools, families, and community on parenting and combating stress, traumatic grief, and other deployment-related stressors. Intervention training materials must be developed and disseminated to build on and enhance the program, and provide an exportable training package for the Government's continued use. A requirement for this Family Resiliency Services Program is anticipated to begin on 26 September 2011. The total duration of the required program of services shall be one (1) year. In response to this announcement, include past contracts and dollar value over the past three (3) years.
