- The purpose of this announcement is to provide questions and responses from the DRAFT SCREENING INFORMATION REQUESTS (SIR) covering the Federal Aviation Administration's (FAA) requirements for the National Security Officer Program. The FAA is not seeking or accepting proposals (solicited or unsolicited) at this time. 1.Where are the actual post hours for each SIR?The unique Post Exhibit created for each facility location will identify the required post hours for that site. An example post exhibit can be found in Section J, Attachment J.3. 2.How many additional Temporary Additional Service Hours are estimated?The FAA does not have an estimated number of hours for CLIN 2, Temporary Additional Services (TAS) or CLIN 3 Emergency Security Services (ESS). For evaluation purposes only, the FAA will add 16 hours per site per contact period for ESS and $25,000 on to the total proposal value for TAS. This information is located in Section M.6, (a) Price Analysis. 3.Are all posts required to be armed?No, a small number of facilities are unarmed. The requirement for firearms will be contained in the site specific Post Order. An example post order can be found in Section J, Attachment J.2. 4.Are there any Clearances required at any of the locations outlined?One facility will require guards to obtain a secret level clearance. This requirement will be contained in the site specific Post Order. An example post order can be found in Section J, Attachment J.2. 5.Is there an incumbent contractor and if so is the current contract broken down by regions, if so, how many employees in each region?No, there is no incumbent for this contract as currently scoped. 6.What are the requirements for small company subcontracting/joint venture with a large business?This procurement will be conducted using a tiered evaluation of offerors where the FAA will proceed with the evaluation of offerors and award within the lowest tier found to contain adequate competition among technically acceptable offers. More detailed information regarding this evaluation method can be found in Section M.3, (b) Evaluation of Offerors. Awards made to large businesses will be required to establish an approved subcontracting plan in consultation with the FAA small business office. It is intended that contractors will be allowed to submit offers as the prime contractor on only one service area solicitation. However, contractors will be eligible to serve as subcontractors on all three service area awards without restriction. The FAA will only recognize one prime contractor per offer. It is the discretion of that Prime contractor that will determine the number and scope of subcontractors. However, the limitations of AMS clause 3.6.1-7 will apply (at least 50% of the work must be performed by employees of the Prime contractor).
