- Source Sought -South Sacramento Cumulative Impact Analysis South Sacramento Cumulative Impact Analysis Synopsis: This is a SOURCE SOUGHT NOTICE for market research ONLY to determine the availability of potential small business firms for a potential small business category type set-aside. NO AWARD will be made from this SOURCES SOUGHT. No SOLICITATION, SPECIFICATION, AND OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore DO NOT request a copy of the solicitation. Potential Offerors having the skill, capabilities, expertise necessary are invited to provide feedback via email to Mr. Tom Koponen at Tomas.E.Koponen@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this notice is to gain knowledge of potential small business sources to include but not limited to small businesses in the following categories: (1) Certified 8A; (2) Certified HubZone; (3) Service-Disable Veteran Owned Small Business (SDVOSB); and (4) Women Owned Small Business. The capabilities will be evaluated solely for the purpose of determining potential set-aside for the small business community. Other than small business ventures may respond to this NOTICE, however, preference will be given to the SB categories listed above. The Government must ensure that there is adequate competition among the potential pool of available contractors. General Information: The purpose of the proposed work is to provide a comprehensive cumulative impact data compilation within the planning area of the South Sacramento Habitat Conservation Plan (HCP). The analysis is intended to determine the extent of impacts on waters of the United States from past, present, and reasonably foreseeable future activities within the planning area ("review area") and to better evaluate the impacts to the associated watersheds. The Corps will use these data to analyze cumulative impacts under the National Environmental Policy Act and the Section 404(b) (1) Guidelines and to develop a strategy for streamlining permit processes for projects complying with the HCP. Project Description: The Contractor is responsible for identifying impacts authorized by Department of the Army (DA) permits as well as associated mitigation. Tasks shall include identification of DA permits and enforcement activities in the planning area, review of authorized and unauthorized impacts and evaluation of compensatory mitigation. Capability Statement: The following requests are designed to apprise the U.S. Army Corps of Engineers, Sacramento District, of any prospective construction contractor's project execution capabilities. Please provide your response(s) to the following. Your submission is limited to 10- pages. 1. Offeror's Name, Address, Point-of-Contact, Phone Number, and Email Address; 2. Offeror's type of small business and business size (Small Business, HubZone, Service Disable Veteran Owned, Women Owned, or 8A); 3. Offeror's Joint Venture information (existing and potential) - if applicable. 4. Minimum Qualifications a. Minimum of two years of Corps Regulatory Program Experience b. Minimum of two years experience with the Ombil Regulatory Module database system; c. Minimum of four years experience in Geographical Information Systems (GIS); d. Familiarity with aquatic resources in the review area; e. Preferable- a biology degree focusing on wetlands, waters and associated ecosystems. Any commercial brochures or currently existing marketing material may also be submitted along with your capabilities statement. Submission of capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. The capabilities statement for this Sources Sought is not a Request for Proposal (RFP), nor does it restrict the Government to an ultimate acquisition approach. Submissions not submitted in a timely manner or in accordance with these instructions will not be considered.
