Description
Requirements Development for Next Generation AMJAMS - DRAFT PWS 42d Contracting Squadron at Maxwell Air Force Base, AL is requesting information for Requirements Development of Next Generation AMJAMS. This is a Request for Information (RFI) ONLY. It is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this market research is to determine if small business contractors can meet the requirements as stated in the attached DRAFT Performance Work Statement (PWS). Vendors responding to this RFI are asked to provide the following information in their initial response: company's full name, business size, cage code, address, and point of contact. Also in responding to this RFI, please describe your experience and expertise in the following areas: -- Gathering requirements, specifically using "focus groups" or user workshops to identify user needs and requirements; -- Planning, organizing and carrying out such workshops with diverse, geographically scattered participants with differing levels of authority and divergent, firmly held opinions; -- Facilitating such workshops, including moderating and channeling discussions into constructive exchanges that lead to recommendations that reflect a consensus view; -- Documenting the input received from the requirements gathering process; -- Conducting and documenting market research, including industry days with large defense contractors; -- Translating "plain-language" requirements into written and unified modeling language formats; -- Formulating requirements for design, specifications, interfaces and documentation of software systems, including developing requirements for customized software; -- Developing and validating should-cost estimates for performance-based information technology acquisitions; and -- Creating feasibility analyses for IT acquisitions and analyzing alternatives, including methods for meaningful comparison and discrimination between and among the alternatives and assessing the risk for each alternative course of action. -- Include at least one (1) past performance reference (Name, Point Of Contact, Phone Number, Period of Performance, and brief description of requirement) Final responses to this RFI will be due on NLT Tuesday, 9 August 2011, at 12:00 p.m. CSDT. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice.
