- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-11-T-0204. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53 effective 05 July 2011. North American Industrial Classification Code (NAICS) 611620 with a standard business size of $7.0 million applies to this procurement. This procurement is unrestricted. The DPAS rating for this procurement is DO-S10. SECTION B CLIN LINE ITEM NUMBER (CLIN) 0001 Military High Performance Driving Course Instruction, Qty: 11, Unit of Issue: Each; FFP Contractor shall provide a Military Performance Driving Course of Instruction. The course of instruction is required to be a mix of classroom and on the track driving (70% Behind the Wheel for each student vs. 30% Classroom). The COI is required to cover the following subjects: Throttle Steer, Heel & Toe Downshifting, Oval Track Driving, Skid Car, Accident Avoidance, Oval Track Handling, Evasive Techniques such as 180 degree turns followed by forward and reverse driving, Various Braking Techniques, On-track exercises such as follow the leader, In car instruction, Confined Space Driving, Reverse Track Driving, Proper Seating, Cornering Techniques, Early and Late Apex, Skid Control, Trail Braking, Accident Avoidance, Weight Transfer, Vehicle Management, Ramming Takeout and PIT maneuvers, Route Analysis, Throttle Steering. The COI will include fundamentals of high performance driving. When instructing the braking and downshifting portions of the COI, the contractor is required to provide hands-on experience to each student in practical maneuvers in realistic emergency situations. Including vehicle dynamics, effective threshold braking and use of vision to anticipate and accident avoidance. These practical exercises shall also cover emergency braking, vehicle control at high-performance speeds, off-road recoveries, and instinctive reactive measures to highway emergencies during wet and dry conditions. When instructing the heel and toe downshifting portions of the COI, the contractor is required to provide hands-on experience to each student that will improve the driver's ability to maneuver turns and curves during high performance driving scenarios. When instructing the accident avoidance portion of the COI, the contractor is required to provide hands-on experience to each student that will build core driving skills, improve the driver's ability to anticipate and safely maneuver the vehicle to minimize collision potential. When instructing the skid control portions of the COI, the contractor is required to provide hands-on experience to each student that will build and improve the student's core driving such as maneuvering the vehicle to avoid control skids in both dry and wet conditions. This portion is required to be performed using an anti-roll vehicle that is equipped with a full roll bar system. When instructing the driving in reverse portion of the COI, the contractor is required to provide hands-on experience to each student that will improve the driver's ability to safely and effectively maneuver in reverse a vehicle during high performance, high speed scenarios. When instructing the lead and follow track driving instructor ride and drive track driving portion of the COI, the contractor is required to provide hands-on experience to each student that will build core competency and safety. When instructing the passing portion of the COI, the contractor is required to provide hands-on experience to each student that will improve the driver's high-performance maneuvering in congested traffic scenarios. The contractor shall provide a student to instructor ratio of 2:1. Instructors are required to be professional, highly skilled in on and off track driving. All instructors are required to have at a minimum 5 years of current professional driver instructor experience. All instructors must have extensive personal experience in high performance professional driving as demonstrated by multiple racing events. The lead instructor must have significant experience in training Special Operations Forces (SOF), All instructors must have extensive experience in driving multiple high performance vehicles. All instructors are required to demonstrate extensive right seat driving experience with students. The contractor's facility is required to have classrooms capable of accommodating 10-12 students. Contractor shall have operable sedans, SUV's, target vehicles, and high performance vehicles to be utilized in the training. The contractor is required to have multiple tracks to simulate secondary roads, highway scenarios. The contractor is required to have at least 1 high performance and advanced driving track that is over 1.5miles in length and has 10-20 turns, The Government will not sign any release forms, as Government liability is governed by the contract and applicable Federal law and regulation. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance: Technical ability to meet specifications, past performance and price. The contractor shall provide the training program details for evaluation, and supporting documentation that the instructors meet the requirements of this RFQ (resumes). Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
