- THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS “SOURCES SOUGHT” ANNOUNCEMENT. ANY RESPONSE TO THIS SOURCES SOUGHT WILL BE USED BY THE GOVERNMENT AS MARKET RESEARCH, FOR INFORMATIONAL PURPOSES AND TO MAKE APPROPRIATE ACQUISITION DECISIONS. BACKGROUND GSA Heating operation and Transmission District (HOTD operates water treatment plant to produce treated water t meeting specifications for boiler feed water, steam and chilled water. Consistent supply of salt is necessary for periodic regeneration of exhausted softeners, dealkalizers and polishers to fulfill GSA’s obligation to supply customers with acceptable products. On average twenty five (25) tons per delivery of salts is brought to GSA’s facility per truck load for water treatment. Solar salt is being use currently to serve the need of GSA’s water treatment with minimum problems to the treatment system Description of work The contractor shall deliver solar salt (sodium chloride) of purity more than 97.5% containing no Calcium and Magnesium contents. The minimum calcium and magnesium contents of the solar salt shall be less than 1.0%. Contractor shall off load salt into GSA’s bulk salt tank locate in the tank farm using contractor’s pneumatic truck. The quantity of salt expected on site per delivery shall be 24 tons at a fixed cost price. The contractor shall ensure transparent means of determining quantity (in tons) delivered into the tank and agreed upon by both parties. All salt deliveries shall accompany bill of ladings/invoices. The contractor shall maintain consistency in terms of the rightful amount of salt delivered into the tank by freely allowing GSA employees or contractors verify quantity brought on site. If at any time the quantity of salt delivered is found to be deficient by 5% of the agreed quantity, the contract can be terminated and be asked to pay the difference. When the contractor is making a delivery and found salt tank volume/capacity unable to accommodate the correct quantity, GSA should be notified of this situation to ensure extra monitoring. Contractor shall furnish GSA with solar salt based on a fixed delivery schedule. GSA shall request salt to be delivered into the bulk salt tank within 24hours. In the event of the Contractor unable to supply solar salt to GSA within 24 hours or respond to emergency request, GSA shall impose a penalty that commensurate with the damage cause by lack of salt. 2.1 Resources Contractor shall provide all the resources required to deliver the solar salt to GSA, HOTD’s site under this contract. 2.2 Manpower The contractor shall provide qualified responsible work force to execute this contract and follow all the terms described therein. 2.3 Materials GSA, HOTD will not provide any materials. It shall be the responsibility of the contractor to provide his own materials needed under this contract at no cost to GSA as the contractor fulfils the conditions under this contract. 2.4 Duration of Contract The contractor shall furnish GSA with solar salt at any time upon GSA’s request for a period of one year after receiving notice to proceed from the contracting officer. 2.5 Equipment Contractor shall be responsible for his own equipment of any kind under this contract. Certain equipment, machines, tools may require coordination with the GSA to ensure compliance with security regulations in the facility. THIS SOURCES SOUGHT, SHALL NOT BE CONSTRUED AS A FORMAL SOLICITATION. INFORMATION IS TO BE PROVIDED ON A VOLUNTARY BASIS. THE GOVERNMENT IS NOT LIABLE FOR ANY DIRECT OR INDIRECT COSTS INCURRED BY THE VENDOR IN PREPARING OR SUBMITTING THIS VOLUNTARY INFORMATION. Contractors who feel they can provide the GSA Heating Operation & Transmission District’s Central Heating and Refrigeration Plant with the above services are invited to submit in writing an affirmative response which includes the following information: 1. What is the name of your business? 2. What is your POC’s name, telephone number, e-mail address, and business address? 3. Is your firm a large business, small business, a certified 8(a) small business, certified HUBZone business, Small Disadvantaged Business, Veteran, Woman, and/or Minority Owned Business and/or Service Disabled Veteran Owned Small Business concern according to NAICS 325998 ? 4. Is your business eligible to perform the tasks as described in this document?
