Description
This notice is a combined synopsis/solicitation, Notice of Intent. The Midwest Area, NCAUR, for the Agricultural Research Service of the United Stated Department of Agriculture intends to issue an award to DASGIP BioTools, LLC, 151 Memorial Drive, Unit B, Shrewsbury, MA 01545, pursuant to 41-U.S.C. 253©(1)-Only one responsible source and no other supplies or services will satisfy agency requirements. Procurement is requested for an upgrade to a bioreactor system that is used for the parallel fermentation of multiple cultures of microorganisms under controlled conditions. A bioreactor system is a microbial cultivation system that integrates the control and monitoring of several fermentation parameters into a single system. Controlled parameters include but are not limited to, the following: pH, oxygen, temperature, and agitation. Bioreactors are routinely used to grow fermentative organisms such as yeast and bacteria, and to study their growth requirements and fermentative products. Our current bioreactor system has the capacity to simultaneously and independently control four culture vessels. We seek to increase capacity to eight vessels by upgrading our current system. Specifications for the upgrade to the bioreactor system: 1. The upgrade must be fully compatible and integrated with our current 4-vessel bioreactor system manufactured by DASGIP Biotools, LLC. 2. The upgrade must increase fermentation capacity of the system to at least 8 vessels. The system must be capable of simultaneously and independently controlling all culture vessels with custom defined profiles. 3. The system must continuously monitor readings of pH and pO2 for all vessels running in parallel, and automatically regulate pH by liquid correcting agents and of pO2 by controlled flow of gases. 4. The bioreactor system must include a temperature and agitation system that accommodates all vessels with an operating range of up to 60 degrees Celsius. 5. The system must accommodate culture vessels with a minimum working volume of at most 150 ml, and a maximum working volume of at least 1000 ml. 6. The vendor must include installation and training on-site. All responsible parties should submit written (mail or email - no telephone inquiries will be accepted) responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 40 calendar days after publication of this notice. It should be noted that no contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source, more advantageous to the Government is available. If no affirmative written responses are received, negotiations will be held with DASGIP BioTools, LLC without further notice. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. All quotes shall be emailed to Sofia.Basso @ars.usda.gov no later than September 6, 2011. All responses will be evaluated in order to determine the ability to meet the above stated capabilities. The Government intends to award an order resulting from this special notice to the responsive/responsible offeror whose offer represents the best value to the Government. The anticipated award date is September 8, 2010.
