Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with T.J. Bell, Inc. of Akron, Ohio for the purchase of an Erichsen 510 Coatmaster Film Applicator under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. NIST and Konarka are collaborators in a CRADA (Cooperative Research and Development Agreement) for joint research. Konarka, a manufacturer of polymeric electronics, employs Erichsen equipment to conduct basic research and development on polymeric film coatings. As part of this research, it is imperative that NIST produce films that are analogous to those produced by Konarka in their facilities. Many of the process parameters are not well understood in relation to the final characteristics of the films produced so performance metrics are not well defined. Using identical equipment to that used by Konarka circumvents the necessity of specifying performance metrics which have yet to be identified and determined as critical, and avoids potential incompatibility issues. Using a film coater from another vendor greatly increases the likelihood of incompatibility and will require NIST to spend considerable time and money establishing processing conditions to develop films of nominally the same quality. Using the same Erichsen equipment as Konarka will save time and money, and improve accuracy, because NIST can then simply transfer the processing conditions Konarka has already developed. Because a series of material systems will be characterized during the course of the work prescribed in the CRADA this means the optimization process will need to be repeated by NIST to duplicate the film qualities obtained by Konarka using their Erichsen film coater. T.J. Bell, Inc. is the exclusive North American distributor of Erichsen GmbH & Co. KG, the manufacturer of Erichsen equipment. Accordingly, T.J. Bell is the only contractor who can provide the Erichsen 510 Coatmaster Film Applicator that meets NIST's requirements. Therefore, T. J. Bell, Inc. is uniquely qualified to provide the required Erichsen 510 Coatmaster Film Applicator. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 11, 2010. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
