Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) and the National Capitol Acquisition Division (NCAD) Simplified Acquisition Branch on the behalf of the National Ocean Service (NOS), specifically the Coast Survey Development Lab intends to negotiate on a sole source basis with Hydroid, Inc. using the procedures in FAR Parts 6 and 13. The Coast Survey Development Lab requires the repair of a government-owned REMUS-100 (Serial Number 241) Autonomous Underwater Vehicle (AUV). Repair includes the following: diagnosis and repair of the pressure housing leak in the REMUS-100 AUV; source of the leak must be determined and reported to NOAA; source of the leak must be repaired and the AUV tested to ensure that it can be safely operated at its depth rating of 100 meters. Delivery of the AUV to NOAA must be no later than 30 days after receipt of order and of the government-furnished AUV. Hydroid, Inc. is the only party known to NOAA who can provide the required repairs since they are the manufacturer of the REMUS-100 AUV and all REMUS vehicle repairs are provided by Hydroid due to the proprietary nature of the technology. The statutory authority for other than full and open competition is 41 USC 253(c) (1) as implemented by FAR 6.302-1, Only One responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334511 with a Small Business Size Standard of 750 Employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NCAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NCAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by August 11, 2011 at 11:00 am local time. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-53. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NCNJ10000-11-03373 for this requirement.
