Description
SCOPE OF WORK PBS - East Philadelphia Field Office 600 Arch St - Room 4200: Philadelphia, PA. 19106 •I. PROJECT INFORMATION A. Identification Project Title: Elevator Machine Room A/C Installation Project Number: 1292 Building: U. S. Customs House Location: 200 Chestnut Street Philadelphia, PA 19106 Building Number: PA0144ZZ GSA Project Manager: Alan Peek 215. 861.3632 GSA Property Manager: Tom Rufo 215. 446.4573 GSA Contract Specialist: Karen Sims 215. 861. 4200 II. PROJECT SERVICES REQUIRED A. Project Background The existing Air Conditioning Units in the 14 th floor elevator machine room have exceeded their equipment life expediency. After numerous repairs to the units, it has been found that parts are no longer available. The GSA would like to replace these indoor units, as well as their exterior condenser, with new energy efficient models. These new units will operate independently but in conjunction with one another, cooling the elevator equipment in the machine room. B. Project Scope Contractor shall provide all labor, material, supervision and equipment necessary to remove the existing defective units and replace each, with a new unit, matching the existing units' tonnage. New units shall have the highest energy efficiency rating possible at time of purchase. Contractor is expected to comply with all local, state and federal codes when reclaiming unit refrigerants. Contractor shall remove the indoor unit, plenum boxes, thermostat, and copper line sets to the outdoor condenser. If it is determined that the new units use the same size line sets, then the existing line sets shall remain and be used for the new units. If the new units use a different size line set then what is existing, then contractor is expected to remove the existing line set and furnish and install the new set to match the new unit. New insulation will be required and installed on the suction line. Contractor is expected to remove the existing black insulation and install new insulation, even if the old line sets are used. Contractor shall also remove the existing service disconnect and provide a new fused service disconnect, rated in size, for the new unit. Contractor is not to remove the electrical service that powers the existing unit, as this will be the electrical service that will power the new unit. The new units will be installed in the same location as the old. The new outdoor condensers shall also be placed at the same location, utilizing the existing roof curbs. New line sets from the condenser to the evaporator shall be installed, if needed. New control wiring will be required for proper operation. Contractor shall utilize the existing electrical service, and will be required to extend that service as needed to connect new equipment. All wall penetrations shall be sealed. The new units shall be started and the operation shall be checked and verified by both a GSA and contractor representative. III. ADDITIONAL REQUIREMENTS A. Measurements / Testing / Security, Etc. The Contractor shall field verify the existing unit size, voltage, capacity etc., before installation begins. It is expected that the new outdoor condenser units shall pass through existing occupied space and enter the roof via the occupied space window. The successful contractor shall measure and verify access to this roof area, assuring the specified condenser will fit through this window access. The Contractor shall work along with building operating engineers and property management to assure a smooth installation. Work can be accomplished during normal working hours (8:00am to 4:00pm). Burning permits and fire system outages will be coordinated thru the property manager 24 hours prior to the permit need. B. Testing: Testing shall be conducted to assure appropriate unit operation. This test will be conducted in the presents of a GSA representative and before the final completion / acceptance by the Government. The GSA project manager will expect to witness each system to hold and maintain an inert gas (ei. Nitrogen) at a pressure of 100psi for not less than 48 hours. Once this pressure is maintained and approved, installation shall commence and system shall be started and its operation checked. If system does not hold pressure for this timeframe, all pressure is to be released, leaks are to be repaired by contractor and system will be re-pressurized and checked for 48 hours at 100psi. C. Protection: The Contractor shall take extra precautions to protect and preserve all existing historical building property / components (i.e. murals, walls, windows, floors, fixtures, railings, stairwells, elevator doors, etc.). D. Clean-up The contractor shall remove all installation material, old equipment and trash generated from this project government facility, at no additional expense to the government. If a dumpster is needed, arrangements for delivery need to be made with the building property manager 24 hours prior to delivery. E. Security Requirements 1. Clearance - Suitability Checks: The contract shall also comply with the provided "Limited Criminal Background Suitability Checks" Documents. The contractor shall complete and submit the attached "Contract Suitability - Background Check" Form with the proposals. The contractor shall submit any other associated forms or information in accordance to the specified requirements. IV. CORRESPONDENCE All original submissions and correspondence shall be sent to the GSA Project Manager/Engineer. All proposals and/or invoices shall be sent to the Contracting Officer/Specialist, with one (1) copy to the Project Manager/Engineer.
