Description
Naval Facilities Engineering Command (NAVFAC) Southwest, Specialty Contracts Core, San Diego, CA, is soliciting interested Industry representatives to participate in an Industry Forum scheduled for August 16, 2011, from 1000 to 1400, Pacific Daylight Time. The intent of the Industry Forum is to receive Industry input on common business practices, elicit feedback on the draft solicitation and contract structure to enhance the Government ™s ability to obtain quality services at reasonable prices, and to increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Mishap Prevention Hazard Abatement (MPHA) Program is a Navy-wide program geared toward the identification and mitigation of hazards, specifically providing expertise and support to installations that exceeds what is available internally to the installation. The MPHA program corrects high risk hazards seeking to avoid work force injuries which represent a significant cost to the Navy and directly impact mission readiness. The contract scope of work includes Industrial Ergonomics Training, hazard analysis for electrical, fall protection and industrial ergonomic hazards, recommendations for mitigation and implementation of mitigation strategies (design, development, procurement and installation) for such hazards. NAVFAC SW plans to provide briefings on the following topics: (1) NAVFAC Contracting Methodology,(2) An overview of the Performance Work Statement (PWS) for the MPHA Program and (3) conduct a Question and Answer Session at the end of the presentation. This contract has been identified as an 8(a) set-aside procurement, however, the Industry Forum is open to all interested parties. The Government contemplates award of a performance-based service contract, combination Firm Fixed-Price (FFP)/ Indefinite Delivery/Indefinite Quantity (IDIQ). The anticipated period of performance is three years (one 12-month base period and two 12-month option periods). Those interested in attending the Industry Forum must e-mail a request to Patty Olivas, Contracting Officer, at patty.olivas@navy.mil, no later than August 10, 2011. The request must include the company name, address, phone number, fax number, e-mail address, business status (small or large business), company role (prime or subcontractor), list of attendees, and proposed topics for discussion. It is anticipated the forum will be held at the NAVFAC Southwest Headquarters, 1220 Pacific Highway, San Diego, CA 92132. After the registration deadline, all attendees will be provided directions to the forum. Industry representatives are encouraged to provide comments regarding how the Government can best package the work for the solicitation to achieve maximum savings and value. All comments and questions must be e-mailed to the Contracting Officer at the e-mail address referenced above by August 10, 2011.
