- REQUEST FOR QUOTE THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. General Intent In accordance with FAR Subpart 13.1, the Contracting Department MCIEAST, Camp Lejeune, is issuing this request for quote (RFQ) M67001-11-Q-0208 for the procurement to outfit four (4) MV-22B/Cs type model series (V/STOL) aircraft with VIP Kits. This requirement will involve procurement of non-personal services for on-site installation of kits at the hanger located at the Marine Corps Air Station, Quantico, Virginia. Procurement approach The Government intends to award a Firm Fixed Price contract to the Lowest Priced Technically Acceptable (LPTA) responsive/responsible quoter that possesses a Satisfactory performance record. The Government intends to award one contract as a result of this solicitation without discussions, unless discussions are necessary; however, the Government reserves the right to award no contract at all, depending on the quality of the offers submitted and the availability of funds. The North American Industrial Classification System (NAICS) code for this requirement is 314912. Basis For Award The Government intends to award on the basis of Lowest Priced Technically Acceptable (LPTA), in accordance with FAR Part 13.1 and 12.6. Evaluation criteria are: -Technical Quality -Warranty (standard commercial warranty) -Delivery -Past Performance -Cost Delivery Delivery information should show that the vendor is capable of delivering, installing kits, and providing installation/removal training within 90 days after written approval of the design is received. Quotes Submission Information -Quotes shall include: Product line and item number or part number, description (including a description narrative that clearly demonstrates the offered items comply with the stated salient characteristics) individual item pricing, delivery information. -Past Performance: Quoter shall submit three (3) past performance references similar in scope and size to this requirement (not more than 3 years old). If a vendor has no relevant past performance history, a vendor must affirmatively state that it possess no relevant past performance history. Vendors will neither be evaluated favorably or unfavorably on past performance in the event that there is no relevant past performance history available. -Price: All pricing quoted shall include shipping charges FOB Destination and Travel/Labor for installation of the kits. Item Quantity and Salient Characteristics: All of the following are required to outfit each of the four (4) aircrafts: (24)Troop (passenger) seat covers (1) Cabin interior bulkhead (wall) and overhead (ceiling) covering(s) (1)Cabin carpet(s) (rugs) (1)Ramp carpet (rug) with HMX-1 logo digitally imprinted (1)Carrying case(s) to fit the following items: -(24)Troop seat covers -(1)Cabin interior covering(s) -(1)Cabin rug(s) -(1)Ramp rug All dimensions provided below are rough measurements taken out of the MV-22 NATOPS Manual. The Contractor shall take measurements from an actual MV-22B/C. A site visit will be scheduled per the contractors request to take measurements from a MV22B/C. All of the following are required per VIP Kit: The troop seat covers will be made from the following materials: a.Fabric, 30oz, Color Black b.Nylon Thread, Type 2, Class 1, Size F, Black, per A-A-59826 The cabin interior wall and ceiling covering(s) will be made from the following materials: a.Facing - MIL-PRF-20696, Type 1, Class 2 (color green & FAR 25.853) b.Batting 1.5 thickness (1 layer 1 , 1 layer ), fiberglass BMS8-48, Type 3, Class 1, Grade B,.6#, ASTM C800 Type 1, Class AA, Grade D c.Backing Aeronel 2250 FR natural d.Thread V-T-295 Type II, Class A, Size B (color green) e.Wall panel(s) are roughly 25 long X 61.71 high f.Ceiling panel(s) are roughly 25 long X 68 wide The cabin and ramp rugs will be made from the following materials: a.Nylon rug with rubber backing and edging color, black b.Ramp rug will include a colored HMX-1 logo use squadron patch for example c.Cabin rug(s) dimensions are roughly 74 X 248 (center rug) and 56 X 40 (forward rug) center and forward rugs may be necessary for proper fit d.Ramp rug dimensions are roughly 66 X 94 The carrying case(s) may be made from the following material, or material with equal performance/durability characteristics and must be easily transportable by a person: a.60" fabric, 18oz color, black b.#10 coil chain, black coil continuous chain, tape c.#10 zipper pull, non-locking slider color, black d.1-1/2 side release buckles color, black e.1-1/2 polypropylene webbing color, black f.2 polypropylene webbing color black g.Nylon thread type 2, class 1, size F, pre A-A-59826 color, green h.Reinforced/rigid bottom i.Heavy duty wheel and/or caster assembly Provide training to the requesting unit (HMX-1) on the installation and removal of the VIP Kits at the time of delivery. SEE ATTACHED STATEMENT OF WORK FOR FURTHER INSTRUCTIONS. FUNDING SOURCE AND YEAR: FY 11, Navy, O&M In accordance with FAR 13.004, a quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified conditions. A contract is established when the supplier accepts the offer. For any offer resulting from this combined synopsis/solicitation, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, in writing, as defined in FAR 2.101. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are incorporated by reference: FAR 52.203-6 Alt.
