- Total Small Business Set Aside - DLA Land & Maritime Philadelphia will be soliciting SPM5M5-11-R-0009 as a total small business set aside, under the Federal Acquisition Regulation FAR Part 12 for Acquisition of Commercial items. The objective of this acquisition is to place 47 fully competitive NSNs (within the 5331 Federal Stock Class) under Long Term Indefinite Quantity Contract(s). DLA Land & Maritime Philadelphia reserves the right to award this solicitation to multiple contractors. Each item will be awarded individually at a Fixed Price with Economic Price Adjustment (EPA). The following index will be used as it most accurately reflects the fluctuations in price for the items being procured: WPU07 for Rubber and Plastic Products. Each contract awarded will be for a 2 year base period and a one year option. Each contract will provide the contractors with a 1% guaranteed minimum of the total annual estimated dollar value multiplied by 2 (base period). There are 143 additional Non -core items that may be added to the contract(s) on a Post Award basis. DLA Land & Maritime Philadelphia anticipates expanding and managing each contract via DLAD clause 52.216-9006- Addition and Deletion of Items (August 2005). Solicitation SPM5M5-11-R-0009 is being issued to support this initiative for depot stock replenishment. Radio Frequency Identification is required. The initial solicitation will require pricing for 47 core NSNs of which 17 NSNs require source inspection. The delivery requirement will be 90 days ADO. In determining contract awards, the Contracting Officer will make a comparative assessment of the offerors performance risk by using the Automated Best Value System. For this acquisition, Past Performance is considered more important than price (Past Performance is considered to be more important than Past Quality Performance). Solicitation SPM5M5-11-R-0009 is expected to be issued approximately 27 July 2011 at https://www.dibs.bsm.dla.mil. No hard copies of the solicitation will be available.
