Description
J&A Statement of Work The 14th Contracting Squadron, 456 Harpe Blvd, Ste 256C St, Columbus AFB, MS 39710 intends to solicit and award a firm fixed price, sole source Purchase Order to Schneider Electric. The purpose of the order is to obtain a one year Maintenance Agreement for four Galaxy PW UPS; period of performance 16 Sept 11 through 15 Sept 12. This purchase is for a commercial service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13. Other than full and open competition is authorized pursuant to FAR 13.106-1(b). A service maintenance agreement is necessary to maintain the optimal operability of the eight T-6A Aircrew Training Devices (ATDs), commonly referred to as simulators. The service required can only be obtained from authorized Schneider Electric service providers. Schneider, who bought APC-MGE, is the sole manufacturer of MGE Galaxy PW UPS. Only certified Schneider Electric service providers are authorized to work on the proprietary diagnostic and testing software. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to Desiree Snow, Contract Specialist, desiree.snow@columbus.af.mil no later than 4:00 PM CST on August 3, 2011. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
