Description
The National Oceanic and Atmospheric Administration (NOAA), Office of Ocean and Atmospheric Research intends to award a sole source contract to TriVector Services, Inc to support the completion of NOAA's Unmanned Aircraft Systems Program strategic plan. The work was begun under a separate contract. The NOAA Unmanned Aircraft Systems (UAS) Program is evaluating the feasibility of UAS platforms to meet the NOAA Mission using a requirements-driven systems approach to assess scientific benefit, technology readiness, cost effectiveness, and operational feasibility. The NOAA UAS Program is developing a strategic plan and initial business case for utilization of UAS technologies in NOAA research and operations. Implementation of the strategic plan and business case recommendations requires significant subject matter expertise in aviation operations, science and technology development and systems engineering and technology trade studies. The NOAA UAS Program is seeking to incorporate the best practices of technology development and aviation operations employed by NOAA, National Aeronautics and Space Administration (NASA), and Department of Defense (DOD) to establish an efficient research to operations transition process which matures innovative technologies in a timely manner while also maintaining effective program management oversight and accountability. This requirement is anticipated to be a 6-month period of performance.
