Description
The National Archives and Records Administration (NARA) is conducting MARKET RESEARCH to determine the availability of a NIST compliant encryption data storage device cited herein. In accordance with Federal Acquisition Regulation (FAR) 15.201(e) this notice serves ONLY as a REQUEST FOR INFORMATION (RFI). This request does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotations, or an indication the Government will contract for the items contained in the RFI. The Government does not reimburse respondents for any cost associated with submission of the information being requested in this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. The Government will not request additional information or discuss submissions received in response to this RFI with individual responders. NARA serves American democracy by safeguarding and preserving the records of the United States Government, ensuring that the people can discover, use, and learn from this documentary heritage. NARA ensures continuing access to the essential documentation of the rights of American citizens and the actions of their government. NARA supports democracy, promotes civic education, and facilitates the historical understanding of the national experience. NARA supports lifecycle management of records in all three branches of the Federal Government and provides sustained access to historically valuable records in the National Archives and the Presidential Libraries. In the very near future, NARA will transport data to and from locations and is seeking a turnkey solution for NARA systems to securely transport and deliver these large quantities of data, with the required security, reliability and performance to satisfy existing and emerging operations while reducing total cost of ownership. Should NARA utilize vendor services, the primary objectives of the service provided would be as follows: General Technical Requirements •A device capable of providing data storage. •The system shall be capable of securely storing and transporting 20 Terabyte of user data •The File system most support usable data volumes larger than 16 Terabytes. •The system shall include very high performance Hard Disk Drives with large capacity (For example, eight 3 terabyte hard drives, with SAS/300, 16 MB of cache, and 15,000 RPM ) •The system shall be capable of RAID 5 or RAID 6 configuration (hardware RAID) for data redundancy •The system shall support Internet Small Computer System Interface (iSCSI); Other interfaces in addition to iSCSI are allowable •The system shall be capable of working with Windows, Linux, and Unix based host operating systems •The system shall be capable of supporting NTFS (New Technology File System) •Vendor shall be capable of providing after sale technical support, including 1 year, parts/labor/onsite support, with the "Keep Disk" option for the hard disk drives •The system shall use NIST compliant encryption (for example, FIPS 140-2, AES 256 Cryptographic Engine); the Government prefers enclosure with hardware based encryption in order to maximize performance speeds, however other comparable methods of encryption that maximizes hard drive performance speeds are allowable •No back door shall exist to by-pass the encryption •The system shall be capable of performing encryption and decryption at full disk bandwidth operation, to minimize performance degradation. •The system shall be capable of encrypting entire hard disk drive - including boot sector, OS, temp and swap files •The system shall provide the necessary mechanisms to create and manage security keys and that such key management is easy and minimal •Encryption key can be stored apart from the system so data is protected if system or its components are lost or stolen •The system shall consist of hardware built for easy transport •Early delivery is requested. Response Instructions: It is preferred that responses are limited to a total of ten (10) pages and be in Microsoft Word format. Page size should be 8.5 inches x 11 inches, font should be 12 point or larger, and margins should be at least 1 inch. Please provide as much information as possible relating to the following items: 1. Company name, address, phone/fax number, primary contact(s), web address, and email address. 2. Description of your company, your products and services, history, ownership, and other information you deem relevant. 3. Identify if your company is on GSA FSS Schedule and if the proposed solution is on your GSA Schedule and you are invited to provide any relevant industry perspective that might assist the Government with the acquisition including contract type, contracting vehicles (FSS, GWAC, etc), pricing methodologies/structure, incentive program, etc.. 4. Any other pertinent information which would enable the Government to assess the firm's capabilities. 5. Feedback on the potential requirement, specifically provide comments on the viability of the requirement. Identify possible constraints or potential risks. Please submit responses via email by 10:00 AM ET on Thursday, August 4, 2011 to renie.wallace@nara.gov. The subject of the email should read: "NIST Compliant Encrypted Data Storage Device - RFI".
