Description
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Waters Technologies Corporation, Millford, MA 01757 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for a 2D-UPLC for an existing Waters Q-Tof Premier mass spectrometer. Technical compatibility is essential; the two dimensional ultrahigh pressure nanoflow liquid chromatograph (2D-UPLC) system must be capable of being fully integrated into the existing Waters Q-Tof Premier mass spectrometer. Additional requirements include: Maximum pressure: 10,000 psi or greater Minimum injection volume: 0.1 microliter partial-loop (in 0.1 microliter increments) or 1 microliter full-loop mode Minimum flow rate: settable to 1 nL/min L/min in 1 nL increments Minimum column size: 75 micron Sample delivery precision: <0.3% RSD within 20 to 75% of the loop volumes Sample temperature control: 4-40 C. with a tolerance of -2/+6 C This notice of intent is not a request for competitive proposals; however, all responses received within 9 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 9 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Waters Technologies. The NAICS Code/Size is 334516/500 employees. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
