Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6074, Rockville, MD 20852, UNITED STATES. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Radiation Epidemiology Branch (REB) plans to procure services for the study, "Uncertainties in the Age-Dependent Organ Doses from Pediatric CT Imaging" as stated below. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0 Million. Only one award will be made as a result of this pre-solicitation. This will be awarded as a firm fixed price type contract. Period of Performance shall be for twelve months from date of award. The contractor shall: (1) expand the existing phantom library by creating the additional sets of the phantoms with non-50th percentile body dimensions and expand the existing organ dose database using the extended phantom library, (2) quantify the organ dose sensitivity to the variations of body dimension and x-ray spectrum, and (3) develop a new dosimetry algorithm concerning automatic tube current modulation (TCM) technique, validate it using physical anthropomorphic phantoms, and extend the existing organ dose database to include automatic TCM feature. Contractor Requirements: The contractor must have developed at least twelve reference hybrid phantoms of children of various ages and of adult males and females with 50th percentile body dimensions, and have an internationally-recognized experience in the assessment of radiation doses using both computational phantoms and physical phantoms. The contractor must have access to multiple CT scanners from the four major manufacturers (General Electric, Philips, Siemens, and Toshiba) to obtain x-ray spectra for sensitivity analysis, and have at least five years of experience in conducting measurements of radiation doses within anthropomorphic physical phantoms under automatic TCM. The contractor shall perform the following tasks: 1 - Expansion of the phantom library and organ dose database 2 - Sensitivity analysis of body dimensions and CT scanner models 3 - Extension of organ dose matrix to automatic tube current modulation Potential offerors may request a copy of the solicitation from Terry Galloway, Contract Specialist via electronic mail at gallowaytl@mail.nih.gov or fax (301) 402-4513.
