Description
MFR for Communications During Source Selection MFR for Announcing Estimated Key Event Dates Air Education and Training Command Specialized Contracting Squadron (AETC CONS), Randolph AFB, TX is conducting an acquisition for Columbus Aircraft Maintenance Services re-competition and follow-on contract. This is a pre-solicitation notice to provide non-personal services for Aircraft Maintenance Services at Columbus AFB, MS. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive.) The overall mission of the 14th FTW is to support the Columbus AFB Specialized Undergraduate Pilot Training (SUPT) program, the Introduction to Fighter Fundamentals (IFF) Pilot Training, provide mission support agreements with other agencies and any other flying program that supports the mission of the 14th FTW. The wing annually trains over 300 U.S. military and allied student pilots for worldwide deployment and Air Expeditionary Force support. The wing annually flies over 60,000 sorties (80,000 flight hours) in a combined total of approximately 235 T-1, T-6 and T-38 aircraft. This requirement is to: (a) Perform aircraft maintenance operations support (Organizational Level) for T-1A, T-6A, T-38C Specialized Undergraduate Pilot Training (SUPT) and T-38C Introduction to Fighter Fundamentals (IFF) aircraft. This includes, but is not limited to: aircraft ground handling, launch and recovery; Pre-flight/Thru-flight/Basic Post flight, Hourly Post Flight, Periodic, and Phase inspections; Transient Maintenance services for visiting aircraft at Columbus AFB; and, maintenance data inputs into the Air Force's Maintenance Information Systems (MIS); (b) Perform on and off-equipment maintenance (repairs, scheduled and unscheduled maintenance, inspections, Time Compliance Technical Orders, Time Change Items and One-Time Inspections) on aircraft and support equipment. This includes, but is not limited to: Jet Engine Intermediate Maintenance (JEIM), Hourly Post-flight and Periodic (PE) inspections for T-38 aircraft, industrial support services, aircraft systems back-shop maintenance support for avionics, electrical-environmental fuel systems, aircrew egress systems, hydraulics, aerospace ground equipment, fabrication shops (media blast, paint, sheet-metal, welding, machine, corrosion control, Precision Measurement Equipment Laboratory (PMEL) and Non-Destructive Inspections; and, support of AETC/AFMC Analytical Condition Inspection Program requirements; (c) Manage the regional paint and Media Blasting facilities to support aircraft from Columbus, Vance, and Naval Air Station (NAS) Patuxent River; (d) Manage the PE inspection sections and JEIM support for the T-38 flying mission at NAS Patuxent River. Services include calibration and certification of Test, Measurement and Diagnostic Equipment by the PMEL for organizations in Mississippi, Tennessee, and Alabama; (e) Provide for Crashed, Damaged or Disabled Aircraft Recovery and off-station aircraft recovery or deployment (the terms are used interchangeably) within the region specified by HQ AETC for T-1, T-6 and T-38 aircraft. Perform off-station recovery of T-38C aircraft that become disabled from the East Coast to Mississippi River and off-station recovery of T-1 and T-6 aircraft from Interstate 49/IH 10 to Baton Rouge, LA to Montgomery, AL to Macon, GA to Savannah, GA and all areas north of those boundaries and across to the Mississippi River (excluding Lafayette, LA). Initiate support action upon notification by the owning organization that an AF, AETC, or inter-service aircraft is not mission capable off-station, and a determination has been made that Columbus AFB has the responsibility to recover the aircraft; (f) Manage maintenance operations and other services: Maintenance Operations Center (MOC), Plans, Scheduling and Documentation (PS&D), maintenance data system analysis, engine management and Quality Assurance. A single Firm-Fixed-Price (FFP) contract will result from the solicitation. The contract shall be for a 1 year base period beginning 1 Oct 2012 (Mobilization Period: 1 - 31 Oct 2012 and Period of Performance: 1 Nov 2012 - 30 Sep 2013) and will include 6 one-year option periods. The Request for Proposal (RFP) will be posted on or about 1 September 2011 and proposals are anticipated to be due on or about 17 October 2011. This will be an electronic solicitation release. A pre-proposal conference/site visit is tentatively scheduled on or about 13 September 2011 at Columbus AFB, MS. The actual date and details of the conference/visit will be published in a separate notice. No hard copies will be mailed. Solicitation, amendments and other miscellaneous documents will be posted to the Federal Business Opportunities (FBO) website at http://www.fbo.gov. It is the responsibility of each offeror to review the web page for notice of amendments, updates or changes to current information. This requirement will be conducted as a full and open competitive acquisition and will be evaluated using a Best Value Tradeoff approach. A source selection will be conducted at HQ AETC, Randolph AFB TX in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315, Contracting by Negotiation (dated 3 May 2011) and AFFARS Mandatory Procedures 5315.3, Source Selection (dated 4 May 2011). Contact with Government personnel other than the POC listed below by a potential offeror or their employees regarding this acquisition is strictly prohibited. In order to be eligible for award, registration under the correct North American Industry Classification System (NAICS) code in the Central Contractor Registration (CCR) database is required. There will be no public bid opening. Directions for proposal submission will be included in Section L, Instructions, Conditions and Notices to Bidders, of the solicitation.
