- The Naval Surface Warfare Center Panama City Division intends to solicit Conachen Aviation, PO Box 3248, Sequim, WA 98382-0322, on a sole source basis for the procurement of the Seahawk Seaplane Unmanned Aviation Vehicle (S-UAV) and Retractable Benthos for the Advanced Undersea Weapons and Sensors (AUWS) program. A definitized task for this program is undersea gateway nodes for mobile surface to sub-surface communications routing. The S-UAV will be used to support a prototype undersea Distributed Network. Although there are many Unmanned Aviation Systems (UAS), the Seahawk S-UAV is the only seagoing UAV. In addition, the Seahawk S-UAV payload capacity (140 lbs.), speed (5 cubic feet), and range (estimated 900 nautical miles) gives the vehicle capabilities to perform rapid safe operations beyond known Unmanned Undersea Vehicles (UUV). Conachen Aviation is the only manufacturer and distributor of the S-UAV. The Request for Quote (RFQ) number is N61331-11-T-2012. This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 6.302-1(a)(2)(ii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements because this unit will affect the AUWS project, and will be used in the Advanced Remote Command and Control (RECO) experimentation. Conachen ™s S-UAV is the only product of its kind. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The solicitation will be issued on 27 July 2011. The NAICS code is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, with a small business size standard of 750 employees. The order shall be firm fixed price with the anticipated award date of 1 August 2011. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination.
