Description
Introduction: Pursuant to FAR Subpart 13.106-1(b)(1), the U.S. Army RDECOM Contracting Center, Natick Contracting Division, on behalf of the Natick Soldier System Center (NSSC), intends to award a firm fixed price purchase order on a sole source basis to: HDT EP, Inc., 5455 Route 307 West, Geneva OH. 44041 THIS IS NOT A REQUEST FOR PROPOSALS. No solicitation document is available. 1) FAR Statutory Authority cited: 13.106-1(b)(1) only one responsible source and no other supplies or services will satisfy agency requirements. 2) Nature and description of the supplies or services required to meet the agency's needs: The Army Medical Materiel Development Activity has requested and funded NSRDEC to conduct testing of a new commercially available Environmental Control Unit (ECU) that will provide enhanced capability of their existing 5-Ton ECU. The existing 5-ton unit is not able to maintain the required internal temperatures in high heat environments so additional cooling is needed. The new HDT 6-Ton ECU is unique in that it provides a full extra ton of air conditioning capacity at the same power draw (15KW) as the existing 5-Ton unit at reduced weight and cube. The Army Combat Support Hospital has the unique requirement of providing protection from chemical and biological warfare agents and this new energy efficient, high capacity unit also has that capability which is not found on other commercial air conditioning systems with these physical properties. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): NSRDEC is the Army leader in expeditionary base camp and collective protection technology (that includes air conditioners) so is highly knowledgeable about existing and emerging commercial and military systems. The specified air conditioner is the only known unit that provides the cooling power needed for collective protection field hospitals without an increase in power, weight or cube for Army Combat Support Hospitals. This particular configuration of interest is only available from HDT, Inc. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market investigation of CB Hardened ECU candidates is continually ongoing through interactions with contractors at exhibitions, web searches, and personal interactions. No other company currently has a unit meeting the required specifications 5) Any other facts supporting the use of other than full and open competition: N/A 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: In the future, after completion of testing and evaluation a performance specification will be prepared. This performance specification will enable future competitive performance should other contractors have the ability to meet the requirements.
